JLPFI strives to be the information hub to keep you informed and aware of the many changes that are constantly being updated! This blog comes 8 months after the prior JLPFI blog with an accumulation of changes, introductions, stories, and law updates that will excite, motivate, and move you to a better place to make informed decisions on that journey ahead that could include some slippery slopes! One of your biggest priorities in life is to stay in the know, filter, avoid life's distractions, and pursue a constant awareness of the environment around you. In the past 8 months, JLPFI welcomed several new first time firearm owners to the range. More ladies have entered the gun ownership trend and JLPFI appreciates the presence of all of those that admit that an instruction manual is not enough for them to get started on their journey with that new firearm. Professional instruction is your choice, and you will always benefit from the life experience of a safe introduction to safety, fundamentals, and live fire.

Concealed weapon applicants have continued to keep our range and classroom very busy. Fresno and all surrounding counties are accepting new applicants once they have completed the 8 hour course. The Supreme Court of the United States recently affirmed that citizens should have the right to bear arms without the burdensome reason of defining why they need to be armed. This decision carried over to each state to remove their Good Cause requirement and that the best reason one could use to lawfully carry a weapon is "Personal Protection."

On June 24, Attorney General Rob Bonta advised all county and police chiefs in the state that they “may no longer require a demonstration of ‘good cause’ in order for residents to obtain a concealed carry permit.”

Coincidentally, less than a week after the Supreme Court ruling, the California Department of Justice announced a significant amount of CCW applicants information was compromised in a data breach." And after numerous requests for comment, the Attorney General’s press office issued an unsigned statement saying that it was a mistake to expose the personal information and it is investigating. The next day, the office put out a lengthier statement, notifying the public of the data disclosure, noting that the files were available for download for less than 24 hours and vowing to provide credit monitoring services to anyone whose personal information was exposed." JLPFI has been advising all clients to remain aware that their names, addresses, and CDL #'s are at great risk of being compromised if they received an information letter from the California DOJ. The California Rifle and Pistol Association is assembling a lawsuit against the CA DOJ and is actively seeking plaintiffs who were affected by this data breach. So here we are in interesting times when us, the law abiding citizens, want to do the right thing and share, in confidence with our government officials our most personal information in order to lawfully conceal carry. Our trust has been compromised either by error or willfully and we must stay the course and seek to make better informed decisions when the next election comes to oust those who are responsible for exposing sensitive information. Our own Sheriff Mims reminds each CCW holder to remain on high alert, especially at their personal residences in the coming months, as the breached data could potentially come in the form of attempted house burglaries.



Lets call it what it is - PEOPLE VIOLENCE, not GUN VIOLENCE!

The tragedies of mentally disturbed individuals who inflicted multiple deaths and serious bodily injuries seem to be never-ending in this country. The increasing violence trend is human related to those who struggle with mental health issues or a deficient upbringing of social and moral values. As many have said, the gun itself has the inability to do anything without an operator with intent to inflict such evil outcomes. For us, that own weapons for self defense, hunting and recreational shooting, we remain steadfast in our beliefs that an armed society of like-minded, mentally sound individuals, is a polite society! The May 14th Topps Supermarket tragedy in Buffalo, New York, was a horrible loss of 10 innocent lives to a 18 year old shooter who described himself as an "ethno-nationalist" supporting white supremacy. At some point, an armed security guard, former Buffalo Dept. police officer, Aaron Salter Jr., shot at him. Due to the shooter's body armor, Salter's bullet did not stop him. The shooter returned fire at Salter, who died at the scene. This incident was a racially motivated hate crime and the shooter was in possession of a 180 page manifesto. "The reason those victims were unable to defend themselves is New York’s strict gun-control laws. In New York, it is illegal to openly carry a weapon." Concealed-carry permits are possible but extremely difficult to attain." JLPFI's perspective: Gun laws prevented individuals from protecting themselves in this incident. The security guard should have been armed with a semi-auto rifle to return equivalent force to the perpetrator.

On May 24, Robb Elementary School in Uvalde, Texas experienced the loss of 21 lives from yet another 18 year old with an evil mission to end as much life as he could. He completed his mission with the very unfortunate inaction of authorities on scene that put their lives before the lives of the children and staff lost. The seconds of inaction of authorities to "move in and neutralize the threat" was the tragedy of this incident. JLPFI's perspective in this and every school shooting tragedy is to harden the perimeter, arm the school administrators with exhaustive amounts of active shooter training, and ultimately remove the barriers of law enforcements policies and procedures to hold in place instead of ACT!

This is a increasing concern nationwide and in the state of California that the new standard of law enforcement public protection is to negotiate with the perpetrator with verbal judo, create a standoff or use "tactical retreat" (stand down) as the alternative to doing what we used to call "justified use of force" in police critical incidents.

July 17th was yet another day of tragedy and loss at the Greenwood Mall food court in Indiana when 3 people were killed and 2 were injured before 22 year old Mr. Eli Dicken, who was lawfully carrying a concealed weapon, went into action from 40 yards away from the active shooter and delivered 8 out of 10 defensive rounds into the 20 year old perpetrator. Within 15 seconds of the mass shooter starting his evil infliction of carnage, the ACTION of Eli Dicken saved multiple lives. The state of Indiana had just passed a Constitutional Carry law one week before that allowed all citizens of that state to lawfully carry a weapon for self-defense and defense of others. Before the incident started, the active shooter had spent an hour in the bathroom next to to food court. Mr. Victor Mora was an armed citizen that became the first victim of the active shooter as he entered the bathroom and never had a chance to draw his weapon. 20 shots were fired from the active shooter as he entered the food court and Mr. Dicken first made sure his girlfriend and others ran to cover, before he got a clear line of sight to the shooter and engaged to stop the shooter.

These 3 stories have a common theme of tragic outcomes of lives lost, anti gun laws and policies and procedures of authorities and civilians to suppress the decisive action of others. The JLPFI perspective of the "good guy with a gun" is that we the public, with the responsible ownership and training with our firearms, are individuals committed to following the local, state and federal laws of protecting ourselves or the lives of others. We are not meant to become hero's unless the individual decision is made to complete the action of defense and accept the consequences of our actions.

Mr. Eli Dicken was considered the Good Samaritan and hero by producing positive action with his firearm. May his action carry over into the introduction of new laws that protect our rights to defend, as well as remove the policies and procedures of law enforcement to suppress the use of force, when it is duly justified!

Friday, July 29th, the House of Representatives voted to ban assault weapons nationwide.

This has never been a gun violence issue - it is a people violence issue. Law abiding, sound mind individuals must fight for their rights to maintain the freedoms granted by the 2nd Amendment.

On the Range! Do you trust your defensive ammo?

JLPFI range reports never end and we are always excited to see new gear and different types of ammunition on the range! We have reminded our clients to refresh their defensive ammunition every 2 years or when they renew their CCW for a very specific reason. Ammunition in your carry weapon can be exposed to environmental elements including sweat, hair fibers, and many other forms of contamination when you carry your weapon. JLPFI has encouraged our clients to bring their defensive ammo to class and test it on the range. We have seen repeated misfires of ammunition that was trusted by our clients to go bang every time!

One client who just completed his CCW renewal course brought out his 8 shot .22 Smith and Wesson revolver loaded with Winchester 26gr lead free ammo. He attempted to fire all 8 rounds of which only 1 round detonated! Another client brought out ammunition that has always been reliable and recommended by JLPFI which was Liberty Civil Defense fragmenting ammunition in .380. Four of the 80 rounds fired, also misfired.

 

Optic Slide Cuts on handguns are becoming very popular nationwide! Several companies are now offering replacement slides for California gun owners to retrofit a red dot optic of their choice onto their current carry weapon. Due to California laws restricting new semi automatic handguns to ever be sold here (micro-stamping) we still have the option of modification to our already owned weapons. Our affiliate dealer, Halfcocked Gunsmithing, just announced some exciting news that they will be stocking the new Springfield Armory OSP slide kits for customers that want to install a red dot optic on their 4" service XD 9mm or .40 pistol!

JLPFI is a big fan of the red dot optic as it does allow for much faster target acquisition with both eyes open. These optic systems do not interfere with holstering and offer a much quicker delivery of rounds to the target!

The heat is ON for summer in Fresno and JLPFI wants to remind you how important your concealed carry routine must carry on. The City of Fresno and the entire County has seen a serious increase in violent crimes and criminal activity over the past month. The good news is that our issuing CCW agencies report that there have been no incidences of licensed CCW holders being involved in any reported life threatening situations where a firearm was drawn or used. JLPFI has always recognized the license to carry as a "self restraint license" to always find an alternative to using violence by utilizing situational awareness and retreat protocols as our first line of defense! This is also known as subconscious smart and quick thinking that is available to those who adopt a combat mindset and train regularly to overcome those moments where personal safety is about to be compromised. There are extra challenges of concealment during the hot months, but each of us must adapt our methods of carry and dry fire train from those places where the weapon is secured. JLPFI has challenged many of our clients to explain their carry methods and demonstrate their plan when the **** hits the fan! It's one thing to think your plan of carry will work, but it's another to attempt that plan during a training session to find any deficiencies! JLPFI has an open invite to any and all to step up your game, and come and train. Be confident in your abilities and never test them in a real world situation without rehearsing it first!
