Legislative Updates!
Good news: California CCW's will have a 3 year term instead of 2 years starting January 1, 2027! AB-1948 was signed by Governor Newsom on June 30th. This new law will extend any new or renewable CCW's after January 1, 2027 to a 3 year expiration date. All existing CCW's from now until December 31, 2026, will still need to be renewed before their expiration date.

JLPFI offers a 2 hour one-on-one or small group course designed to review safe draw from a concealment holster, move and shoot drills, shoot or no shoot decision making, weapons malfunctions and so much more! Another interesting benefit of our monthly courses is to test your defensive ammo! Indoor ranges strictly prohibit you from using any defensive ammunition as it can destroy their backstops.
If you buy new defensive ammunition, it is up to you to test it in your CCW firearms! Congratulations to all of us with a California CCW that we can go another year longer. JLPFI reminds each of you that this new provision, should NOT stop your training regularity! We look forward to hearing from you to stay sharp and stay SAFE!
The Glock ban started on July 1, 2026- Update! Harmeet Dhillon, Assistant Attorney General for the Civil Rights Division, sent Governor Gavin Newsom and Attorney General Rob Bonta a formal notice of suit to drop the Glock ban or get sued.
On the federal level: June 25, 2026. In a 6-3 decision in Wolford v. Lopez, the U.S. Supreme Court struck down a Hawaii law that made it a crime for concealed-carry permit holders to bring firearms onto private property open to the public (like retail stores and restaurants) without the owner's express consent. This ruling will set precedence for California to move forward with fighting to remove current SB2 "sensitive areas" including: restaurants that serve alcohol! We are not there yet, but stay tuned!
Pending Legislation: Rhode Vs. Bonta- The ammunition background check is still required pending a final summary decision from the U.S. Court of Appeals for the Ninth Circuit. An en benc panel of 11 judges reviewed the argument on March 25, 2026, yet there is still no decision to end background checks on ammunition in California.
Bad news: This applies to anyone moving into California.

The proposed regulation raises the fee for firearm self-reporting forms from $19.00 to $31.00 and imposes a processing fee of $5.00 for each subsequent firearm listed on the form thereafter. You have the right to voice your opinion on this increase by writing your opposition letter to the California DOJ at the following address: The written comment period closes at 5:00 pm on July 28, 2026. All timely comments that specifically pertain to the proposed regulations will be reviewed and responded to by Department staff. Comments may be submitted by mail or email to:

Fresno County Sheriff's CCW unit has expanded and assigned a long time employee to lead the CCW department. JLPFI congratulates Mr. John DeLuca on joining the CCW unit team as Mr. Bob Moore is looking forward to a full retirement in the coming months. Mr. Moore, we all thank you for your excellence in leadership over the many years in the CCW unit and wish you the best in your retirement. Mr. DeLuca, JLPFI and all other CCW instructors countywide welcome your new leadership to keeping the CCW department running smoothly!
All California issuing jurisdictions will be requiring CCW renewal applicants to livescan for every renewal period beginning September 1, 2026. This policy was implemented in the original SB2 legislation. Each jurisdiction will publish their livescan fee rates as the implementation date approaches.
