Frequently Asked Questions

  • Do you offer firearms instruction for a beginner shooter?

JLPFI offers a New Owner Firearms Orientation Course for all new shooters, but state law prevents JLPFI from loaning you a firearm. JLPFI suggests that you visit a local indoor range to rent or “try before you buy” a firearm. Once you own and possess the firearm, JLPFI is happy to offer our services of professional firearms instruction. Please refer to our course descriptions for details regarding this course.

  • What do I need in order to purchase a firearm in California?

    a) You will need to complete a Firearms Safety Test offered at any California Firearms Dealer and or JLPFI can issue you the test and Firearms Safety Certificate. You can study for this test online: simply google Firearm Safety Study Guide and the pdf form will immediately appear. The cost of this certificate is $25.00. There are several exemptions to taking this test including possession of a CCW, Law Enforcement or Military credentials.

    b) Once you have a FSC certificate (or exemption), you may purchase firearms from California dealers and private party transfers conducted at a California Firearms dealer.

    c) Your California Drivers license must reflect the correct address for purchasing.

    d) Proof of Residency: for purchase of a handgun you must provide an additional document that matches your drivers license. Acceptable proof includes: DMV vehicle registration, Utility/Water bill (within 90 days), notarized residential lease agreement or property deed.

    e) There is a state background check fee of $37.00 to begin your 10 day waiting period, before you can take possession of your new firearm.

  • How do I apply for a concealed weapons permit in California?

Here are the suggested steps for your journey to a CCW:

    A) You must possess a handgun registered to you or your spouse.

    B) Most local agencies require you to attend an 8 hour initial Concealed Weapons Course from a DOJ authorized instructor first, before you start your application process with your law enforcement agency. Call JLPFI or enroll on our Website!

Depending on where you reside, is where you will need to apply. For example, if you reside in the City of Fresno, you can apply through the City of Fresno or the County of Fresno.

City applicants are encouraged to apply through the City of Fresno.

Once you have completed your CCW course, you will begin your application process with the law enforcement agency which involves either an online application or physical paper application. You will then make an appointment to meet face to face with that agency for an official interview. Most cities and counties in California require a “Good Cause Statement.” This is an explanation of why you are applying. Good Cause Statements include: being self-employed, carrying large sums of money, travelling or a prior documented threat on your life.

After you have interviewed with the agency and submitted your certificate of completion from your CCW course, the California Department of Justice will complete your background check that can take up to 2-6 weeks.

Agency fees will be collected initially and after you have been approved, you will submit the remainder of fees for fingerprinting.

Final issuance of your concealed weapons permit will generally be a paper copy (recognized statewide and in other states) and a hard copy with your picture on it.

*Please refer to our course descriptions page for details regarding the specific course you will need to take.

  • How long is my California concealed weapons permit valid?
