AB1931-5 year CCW Renewal

The California legislature recently heard this “pro gun bill” introduced by Assembly Member Vince Fong- here is the official statement from the NRA-ILA regarding the status and description of this bill:

sponsored by Assembly Member Vince Fong (R-34), would allow for concealed carry permits to be valid for a period up to five years. Currently, concealed carry permits are generally valid for a period of two years. This bill is a win-win for both permittees and the issuing authority. By having the option to extend the duration of permits, permittees could see a savings in both time and money by lessening the frequency of renewal as well as the issuing authority could see some relief from the heavy administrative load processing renewals can create. Regardless of the duration of a permit, the issuing authority constantly monitors active permits to determine if revocation or suspension is necessary.

JLPFI would like to express an opinion that opposes this bill.

In consideration of extending the concealed weapons permit renewal process from the current 2- year requirement to a 5- year requirement would simply be unacceptable, even though there are cost savings in both time and money for the permittees and a reduction in administrative costs by the issuing jurisdictions.

The argument that JLPFI produces is one of experience in professional instruction that reflects the need for more frequent training than less! You see, extending this renewal requirement could really be a major liability to many permittees because they don’t train enough as it is! With respect to the entire populace of California CCW holders, the percentage of regular, committed training activities is very minimal. On average, even at the 2 -year mark, many of the students JLPFI have encountered, the permittee admits to a confession of not attending a range over that 2- year period. As most of us realize, muscle memory and mindset is only available to us when it is rehearsed frequently.

JLPFI applauds those who possess a concealed weapon permit and maintain a weekly or monthly regimen of training to keep their skillset sharp and on task, and maybe AB 1931 is a bill that you support. Those permittees that take the time to train regularly to keep themselves in a fully accountable, active carry protocol should be awarded this extension. Let’s be honest that in the overall scheme of this extension, many permittees would fall short of their commitment to train during that 5- year period. It then becomes the instructors challenge to correct the diminished skill set of those ccw folks that always intended to get to the range to rehearse, but the time and money just was not available to them. The cost associated in not proving safe handling and proficiency with a weapon would inevitably be denying the issuance of a certificate of completion by the responsible instructor. Considering all skill abilities of permittees, there is always a higher level of training available to each of you.

In conclusion, let us all take more time to train on a regular basis. Whether dry fire or live fire, rehearse and stay accountable in your skill set. Seek advanced courses of instruction to challenge your level of safety, speed and accuracy. Discover your need to train as often as you can and accept the current requirement of a 2-year ccw renewal required by your issuing jurisdiction. Consider this, and we all will be safer by negating the possibility of initiating a unrehearsed draw and use of our defensive weapon. JLPFI believes each ccw holder should accept and initiate their own higher standard of training each time they must renew their concealed carry permit.
