Fresno County Sheriffs Office CCW unit recently announced and implemented a price increase for all CCW initial and renewal applicants as of 11/19/2025. This is the first price increase since 2007 and was justified by adding staffing and a larger office to accommodate the efficiency of the department.

Here is the breakdown of the increase:
Old Rates -

New CCW = $219
Renewal CCW = $83
Making a modification to your permit, address update, or adding/removing a firearm, is $10

New Rates - Effective 11/19/2025

New CCW = $294 ($75 increase)
Renewal CCW = $136 ($53 increase)
Making a modification to your permit, address update, or adding/removing a firearm, remains $10

*All total rates include the Sheriff’s Office fees, state fees, credit card fees and the fees of online vendor, Permitium.

The good news for all Fresno County CCW permit holders - you can start your renewal online application up to 60 days in advance! The prior program only provided a 30 day window for renewal applications.
No other CCW issuing jurisdictions have announced an increase in processing fees at this time.

Safely navigating the road ahead is up to YOU!

JLPFI welcomes each of you to review what the road looks like ahead for each of you? Take a moment to reflect, freeze the moment now and look ahead down the road of life. How do each of you feel? Safe? Aware? Confident? Each new day we get on that road, we have no idea what the road will bring us. Joy, concern or absolute grief. Our nation has taken a gut punch with the loss of Charlie Kirk who stood for so many GOOD things in such an evil world. We must move on and remain vigilant in our first amendment rights to express what we believe.

Our collective resolve must to be always on guard for ourselves and our precious families. Be challenged to keep your eyes on the road, never crossing the line due to distraction. The destination ahead will produce an environment you may or may not be familiar with. Seize the protocol of 360 degree awareness each time you arrive, move on your own two feet and negate the sabotage of random violence! You are your security team . Find peace in knowing you can make it to the end of your road without violence, but awareness. At the end of each day make time to give thanks for your safe journey and never take it for granted.

Training for any environment

JLPFI is all about the client discoveries in a range environment that carries over to your everyday carry protocols. Our ranges are set up with a static line of threat targets and we also train with 3d range scenarios that places the threat targets at multiple yardages. No matter the environment, you are challenged to keep your eyes on the threats, move before or during defensive engagement and produce combat accuracy through repetition. Just ask any of our clients how long a 50 round box of ammo lasts in a 2 hour session? That second box will be needed within 15 minutes of the first box! We do not believe in wasting ammo or time, yet our training demands the reality of recoil management, malfunctions and safe weapons operation. Your gear bag should always include quality branded target ammo. JLPFI recommends PMC, Fiocchi, Sellier and Bellot full metal jacket target ammo for our courses. Fresno County has announced that there will be an increase of initial and renewal CCW applicant processing fees in the coming months. Please be aware that the fee increase is justified as it is the first increase in many years due to hiring extra personnel and the cost of a larger office to keep the CCW program running smoothly.

Initial and renewal applications are currently processed within 3-4 weeks. JLPFI suggests that if you or anyone you know will need to renew their CCW within the next 30 days, to take the renewal course NOW in order to avoid the cost increase. Sheriff Zanoni encourages each CCW holder to spread the word to friends and family to apply for a CCW and to remain a responsible citizen of lawful concealed carry.

So many changes and challenges for us all to remain informed!

Yesteryear - A loaded firearm behind every door in the farmhouse was commonplace. Now, all firearms must be locked up in your own home! We used to leave the doors unlocked and the keys in the ignition, now we lock it or lose it! It used to be stop signs and street signal lights were once respected, and now they are ignored. Firearm safety rules have never changed, yet now many new firearm owners do not take the time to learn the rules. If your gun was stolen 20 years ago a cop would reply: "it's ok because it happens everyday in this town" vs. today, if a firearm is stolen you can become ineligible to possess a firearm or CCW! It used to be Law and Order and now it's abundant homelessness and migrant crime, running rampant. The semi-auto rifle you bought 20 years ago legally, is now considered an assault weapon. The wild west was once every cowboy packing an exposed weapon, and now it must be concealed and you better have that license to carry it concealed.

JLPFI reminds everyone one reading this blog that there is a silver lining to what the past has manifested into the present. The preservation of the 2nd Amendment and what it stands for will never change. In the great words of philosopher John Locke, "wherever law ends, tyranny begins". We all have witnessed so many changes and challenges to our life journey. Whether those changes have materialized locally, in our state or among the nation, each of us have the ability to live within the boundaries of the rule of law. It is the common practice of all law abiding citizens to navigate through the maze of the past, accept the realities of our current environment, and look forward to the promises of the future.

JLPFI's mission is to keep all of our clients informed through our detailed informational courses. We also remind our clients to refresh their defensive ammunition in their carry weapon every two years or sooner. We take pride in reflecting on the journey of safety each client has lived through and we look forward to sharing the "news of the now" and the future.

Good news on the national level as HR-38 (Mann and Hudson) was re-introduced to establish if one has a concealed carry license from their home state, the license would be recognized in all 50 states! There is a lot of bi-partisan support for this law to pass down the road.

HR-645 national constitutional carry act was introduced on January 23rd of this year by R. Massie. The bill would prohibit any state or local government from imposing criminal or civil penalties on individuals for carrying firearms in public. This means if someone is legally eligible to own a firearm, they cannot be penalized by state or local laws for carrying that firearm openly or concealed in public spaces.

JLPFI fully supports HR-38 as a concealed weapons program would still be required. There are many factors of safe firearms training and mental mindset that should be required for a person to experience, before they start a journey carrying the weapon for defense!

California laws are becoming extremely complex regarding self defense. Luckily, a recent law (AB1333) introduced by Rick Zbur, (D-Los Angeles), was withdrawn from consideration . This dangerous law would have prohibited California residents to defend themselves in their own home and would have required the duty to retreat when confronted by a perpetrator!

Governor Newsom signed several new gun laws in September of last year including: SB-53 - A new law that begins January 1, 2026 that requires firearm possessors to securely store their firearms whenever the firearm is not in their immediate control. https://calmatters.digitaldemocracy.org/bills/ca_202320240sb53

This means that even those that live alone, must secure their weapon in a locking device near the bedside and take an extra step of unlocking the firearm in the time of need! Existing law makes it a misdemeanor or a felony if a person keeps a firearm within any premises that are under the persons custody or control and the person knows or reasonably should know that a child is likely to gain access to the firearm without the permission of the child's parent or legal guardian, and the child obtains access to the firearm and causes injury, other than great bodily injury, or death or great bodily injury to the child or any other person, or carries that firearm off-premises, as defined, to a public place or a school. Existing law exempts a person from the above provisions if the person has no reasonable expectation, based on objective facts and circumstances, that a child is likely to be present on the premises. This bill REMOVES these exemptions!

Pet owners BEWARE: SB-902 was passed as the Animal Mistreatment Cruelty Law. (Roth/Portantino). https://calmatters.digitaldemocracy.org/bills/ca_202320240sb902

This law is now in effect, adds "animal mistreatment" to the list of misdemeanors that would result in a 10 year prohibition of firearms possession. Since the measure does not clearly define what is considered "animal mistreatment", such law could place California lawful gun owners at risk of losing their right to keep a bear arms!

AB-28 was enacted July 1 of 2024 that imposes an 11% excise tax on firearms and ammunition. Despite ongoing litigation from the CRPA, this tax is still a reality in this state.

BREAKING NEWS as of 3/20/24 - regarding the high capacity mag ban in California (Duncan Vs. Bonta), the Ninth Court delivered a ruling to uphold the state's ban on magazines holding over 10 rounds with a vigorous three judge dissent. This case will now transition to the Supreme Court.

Some positive news: In March of 2024, a federal judge ruled that the one a month purchasing law for weapons in California was unconstitutional. You are now allowed to purchase multiple firearms without restrictions to one a month!

And lastly, Hoffman Vs. Bonta - As of today, non-residents are not currently able to apply for a CCW in California. However, starting April 22, 2025, non-residents will be able to apply for a non-resident California concealed weapons license!

Fresno County CCW unit provided the following recent updates:

Fresno County CCW unit just added three more staff members which should help with the backlog of applicants.

Fresno County current CCW issuance is: 15,000 active permits.

Currently, the processing time for INITIALS – Appointments are out to about March 2025. Admin (with the addition of new personnel) are wanting to expand the number of interviews daily from 8 to 12 (and then ultimately to 16).

This should cut down on the wait time for initial appointments.

Currently, the processing times for RENEWALS – As of today’s date 10/25/24, there are approximately 238 Renewal applications in the pipeline waiting to be approved. They are still taking roughly 3 weeks to be approved… so, we STRONGLY encourage those submitting paperwork to give themselves the full 30-day window so they don’t run into problems. We are still allowing applicants whose permits have expired a 6-month window to get their stuff done and submitted before the computer automatically removes them from the DOJ databases (meaning they have to start all over). The one critical thing to remember (for this 6-month window) is that they MUST not only have submitted the application, and been approved, but they MUST PICK UP the permit before the 6-month exp date or they risk having to start all over (this has been an issue recently with a few applicants).

Does the Fresno County CCW holder have a DUTY to notify an officer on a traffic stop that they are carrying a weapon? Per ex-Sheriff Mims, applicants do not have a DUTY to notify . However, our agency always recommends to applicants that if they are pulled over, they SHOULD notify at the point the officer requests their Driver’s License and vehicle registration – as a courtesy for the safety of the officer(s) involved – this is a common-sense thing. But they certainly would not get their permit revoked for NOT notifying immediately.

Sheriff Zanoni was recently interviewed on local radio networks encouraging applicants to apply now for their CCW! The process has been streamlined and the processing times will be shorter than before with the added staffing to the CCW unit.

California DOJ proposes 500% increase in background check fees!

JLPFI has been flooded with many new clients applying for their CCW's along with many long-time CCW holders completing the 8 hour mission to renew their CCW. Our goals on the range are always safety focussed and all of you that have attended our classes know you will always be progressively trained with a review of safety rules, your specific weapons operation, overview of fundamentals and ultimately dry fire rehearsal before we begin your live fire drills!

Our courses incorporate important levels of muscle memory that include multiple target engagement, use of cover, safe holster presentation, mag drills and our specialty is malfunction drills! Yes, JLPFI is proud to say our clients all know the red flags of ammunition malfunctions as well as weapons malfunctions as it is an absolute MUST to have these life saving drills in your sympathetic nervous system to immediately deal with whatever a chaotic gunfight will throw at you and maintain CALM in the chaos! JLPFI is always challenged to apply our training from your minds unconscious level to the subconscious rhythm of confident defensive mindset and weapons operation.

Notable mentions of our recent range experiences has included a serious warning to NOT react to flying hot brass when on the line with other shooters. JLPFI had 3 experiences within 1 month that involved hot brass entering the front of clients shirts and one incident of brass down a boot! We remind all our clients of this range hazard and always recommend hats, high neck shirts and closed leg boots to avoid being a hot brass victim or worse, redirecting the muzzle of your firearm in the wrong direction with your finger attached to the trigger.

Our focus on malfunctions of weapons and the endless happenings of ammunition malfunctions is always a reality on our ranges. JLPFI creates the safest range environment by mentioning all the "what if" scenarios before they happen on the range, and we do appreciate all of our clients utmost attention to these details for everyone to remain safe through their training experience!

All CCW applicants and renewal applicants are now required to take a 30 question course summary exam. Questions on the exam include weapons and ammunition malfunctions. Know your weapon, know the red flags of what can happen in operation of your weapon and the possibility of the ammunition you trusted as your self defense ammunition turns into a very wrong decision after what might happen on the range when testing the function of that ammo!

Ammunition malfunctions:

Misfire- the cartridge fails to detonate.

Squib load- (no powder in the cartridge) The primer detonates sending the bullet into the breech of your barrel. This creates a barrel obstruction. Always pay attention to how your weapon sounds and recoils to avoid this catastrophic failure!

Semi-auto weapon malfunctions:

Failure to feed- When loading the firearm, the operate failed to ensure the magazine seated. After racking the slide, the operator failed to complete a press check to determine the chamber status.

Stovepipe- When a spent casing is stuck in the ejection port- AKA a jam!

What causes a stovepipe? Lack of weapons lubrication or limp wristing your weapon when attempting to fire it!

Double Feed malfunction: Spent casing stuck in the chamber with a live round in the magazine up against the spent round in the chamber.

CCW Jurisdictional Updates!

Fresno county CCW has a whole new look. JLPFI is excited to announce that Fresno county is now issuing a single hard card CCW that includes your thumbprint of the back so you no longer will have a paper copy issued when you renew your CCW!

This newly formatted CCW will allow you to list up to 6 weapons on your CCW.

The State of California will only allow you to carry 2 loaded weapons at one time that are listed on your CCW.

SB2 regulations also removed the spousal sharing rule for spouses to share guns on their CCW's. All weapons listed on the CCW must registered to the sole owner.

The Fresno county CCW unit is adding staff and increasing appointment availability to conduct more interviews per day to decrease the wait time for an initial interview.

Processing time on renewal applications that have completed the newly required 8 hour course, are taking around 3 weeks.

Renewal applicants are allowed to take their 8 hour course up to 6 months prior to their expiration date, but can only submit their online renewal application within 30 days of their current CCW expiration date.

Another proposed law to watch out for:

Senator Portantino’s SB 53 takes the issue of mandatory storage of firearms to a new level: it prohibits anyone from keeping a firearm in their home unless it is stored in a Department of Justice approved firearm safety device.

JLPFI received information regarding a recent manufacturer recall on specific DOJ approved firearm safety devices that do not function correctly yet those consumers that purchased these products will most likely never know the safe storage units they assumed would open, will FAIL!

January 1, 2024 was a dark day for most concealed weapons instructors in California as the state legislature launched an emergency legislation that effectively disqualified all NRA certified instructors from teaching concealed weapons classes! JLPFI has been providing CCW courses for many years with a NRA instructor certification, and that day was a wake up call for all of us instructors to discover what we needed to become re-qualified to continue our jobs. JLPFI is now a Consumer Affairs Bureau of Security approved instructor. This new certification allowed us to move forward with applying for our CA DOJ CCW instructor application which we were officially approved on March 11th, 2024! All of our CCW issuing agencies have re-listed JLPFI as a CCW instruction provider.

The new regulation of the SB2 law also implemented the following changes:

*All CCW renewal classes shall be 8 hours in duration. The prior requirement was 4 hours.

*All CCW initial applicants shall complete a 16 hour course. The prior requirement for initial applicants was 8 hours.

*We have added a 1 hour mental health presentation to our class itinerary.

*Spouses can no longer share weapons on their concealed weapons permit.

*We are now mandated to issue a course summary exam at the end of class.

The question remains WHY did all of this happen? JLPFI will reserve our opinions to only include that the California legislature is only doing what the Governor has requested which is an attempt to cancel the "Gun Culture" as a whole in this state by restricting places of concealed carry, increasing the challenges of obtaining and maintaining a concealed weapons permit, and further removing the capability of long time instructors to provide their services!

Our current Sheriff, John Zanoni, has made every effort to fight back against these new regulations and has been steadfast in supporting the efforts of increasing the staff of the CCW unit along with making sure instructors have resources to be re-certified! A big Thank You to all of our law enforcement agencies in recognizing this attack on all CCW holders and instructors, and being pro-active in creating positive pathways to keep our 2nd amendment rights in California!

Unveiling Fresh Insights

November and December of 2023 was a very busy time training new CCW applicants that were able to complete an 8 hour initial course before the law changed in 2024! Fresno County received over 1600 new applicants within the last two months of 2023 which made the appointment times stretch out to the last quarter of 2024 for an interview!

JLPFI recently attended a town hall meeting hosted by the United States Concealed Carry Association and the Fresno Sheriffs office. Great news came from the Undersheriff that the CCW office is expanding into a larger facility within the same building, and adding extra manpower to catch up with processing the CCW applicants from 2023 by mid to late year!

New requirements for initial applicants include:

*3 character references.

*Social Media investigation.

*A face to face interview with a background investigator.

Renewal applicants in Fresno County can take their renewal class months up to 6 months in advance of their expiration date but they can only apply online for their renewal application within 30 days of their expiration date. Renewal processing is currently taking 3 weeks.

Renewal applicants will not be subject to a social media investigation or interview.

The new official CCW has arrived. All applicants and renewal CCW folks will receive one official CCW card that includes your picture, your fingerprint and all weapons (up to six) on your CCW card. There will no longer be a paper copy issued!

Fresno County Sheriff responds to SB2 implementation!

Hello all JLPFI fans! Happy New Year! Please take time to read the latest comments from our beloved sheriff, John Zanoni regarding SB2 implementation. More information to follow in upcoming blog updates!

As you may be aware, on January 1, 2024, CA SB 2 took effect and went into law. This bill severely limits where a CCW permit holder can carry a firearm. With that said, there have been numerous appeals filed with the courts regarding this legislation. On December 27, 2023, Federal Judge Cormac J. Carney approved a request for a preliminary injunction of a new state concealed weapons law that would add restrictions on where guns can be carried and some other hurdles to getting a permit. Meaning, CCW permit holders could still carry in so-called sensitive places.

However, shortly after this preliminary injunction was granted, California Attorney General Rob Bonta vowed to appeal the preliminary injunction issued by Judge Carney. On December 30, 2023, a federal appeals court issued an administrative stay, overriding the injunction and clearing the way for California's law to ban the carrying of guns in most public places. The three judge panel put a hold on Judge Carney's ruling who declared portions of SB 2 to be unconstitutional.

As your Fresno County Sheriff, I can only speak to you strictly about the mission and direction of the Fresno County Sheriff’s Office. I began this post with the summary of recent decisions surrounding CA SB 2 because the status of where CCW permit holders can legally carry firearms seems to change every couple of days and can be confusing to our CCW permit holders.

The Fresno County Sheriff’s Office will NOT be out actively looking for individuals who may be in violation of CA SB 2 at this time. We do not have adequate resources and due to the numerous pending appeals, we do not believe it is in the best interests of those we serve in Fresno County. Based on statistics and facts, our CCW permit holders here in Fresno County and across the State of California are law abiding residents who rarely, if ever, are associated with violent crimes involving the use of firearms. Our resources at the Fresno County Sheriff’s Office will continue to be focused on arresting violent criminals and those individuals who illegally possess and use firearms while engaged in criminal activity.

Please remember that there are many other law enforcement agencies throughout Fresno County and the State of California who may be impacted by this new law that took effect January 1, 2024. I urge all of you to carefully pay attention to what is going on with this legislation as I am sure there will be changes and updates in the days and weeks ahead. If you are applying for a new CCW permit or looking to renew a current CCW permit, please be patient with our staff. They are doing their very best during these trying times and are focused on ensuring that your CCW gets issued or renewed as soon as possible.

Also be aware that very few, if any, instructors are certified to teach the new CCW classes that are required under CA SB 2 as the CA DOJ has been slow to start the application process for CCW instructors. The California State Sheriff's Association (CSSA) has identified concerns with these regulations. Specifically, how they would reduce the number of acceptable training and certification entities that can be used to certify CCW instructors and ignore or disregard the economic impact of that change. The CSSA has submitted comments to Cal DOJ and the Office of Administrative Law noting these concerns and asks that the regulations be withdrawn or amended to have the offending provisions removed or remedied.

In a thuggish move aimed at thwarting Californians from obtaining training required for a concealed carry permit, the Department of Justice issued emergency regulations on December 8, 2023 and has done so with a limited – and an uncertain – period for public comment. The public comment timeline is supposed to officially open when the regulations have been posted on the Office of Administrative Law’s website, but this has yet to be done. This has created significant confusion.

GOC and CRPA have been ready to punch back since December 8 with a formal response to the emergency regulations on SB 2’s expanded attempts at making the CCW process more onerous.

Due to a lack of transparency by the DOJ and OAL, we don't know when the deadline is for commenting. WE DON’T WANT TO LOSE AN OPPORTUNITY TO MAKE OUR VOICES KNOWN DUE TO SOME SLEAZY BUREAUCRATIC SCHEME. CONCERNED CITIZENS SHOULD BEGIN TO SUBMIT COMMENTS IMMEDIATELY.

Current law stipulates that firearm safety certificate instructors shall have a certification from specified organizations, which are listed in California’s Penal Code . Given this legal power, Attorney General Rob Bonta’s Department of Justice will recognize only three of the eight categories of certified instructors, each which are controlled by the State of California: the Department of Consumer Affairs, the state Commission on Peace Officer Standards and Training, or a state-accredited school to teach a firearm training course. Both USCCA and the NRA have been removed as entities that provide certified instructor training.

Also jettisoned from the Penal Code list are instructors certified by the federal government, federal law enforcement and the U.S. military.

The impact of these proposed regulations will invalidate the ability of over 90% of CCW instructors to offer training to applicants. Because of this and other outrageous elements of SB 2, GOC and CRPA and have already begun a legal challenge to SB 2 .

As a concerned citizen I am writing in opposition to the California Department of Justice’s proposed emergency regulations regarding Carry Concealed Weapons (“CCW”) Licenses for the following reasons:

The proposed regulations are wholly unnecessary, are inconsistent with existing law and legal authority, and cannot be easily understood by those affected.
The DOJ fails to explain how or why proposed regulations seek to massively limit CCW instructor applicants and should only be certified by one of 3 state-controlled entities. This strongly deviates from entities currently listed listed in Penal Code section 31635.
The DOJ does not explain why the following additional certification options that are not listed in their proposal: the Director of Civilian Marksmanship; the Federal Government; the Federal Law Enforcement Training Center; the United States Military; National Rifle Association-Certified Instructor; or any entity found by DOJ to give comparable instruction.
The emergency regulations require that CCW instructor applicants pass a “live-fire shooting qualification course on a firing range,” but fail to provide any guidance regarding who must administer this course.
Finally, CCW issuing authorities are not required to ensure their CCW training providers are certified under these proposed regulations even if adopted. Penal Code section 26165 allows individuals who are DOJ-certified Firearm Safety Certificate instructors to provide the required CCW training.

DOJ’s proposed “emergency” regulations are not exempt from the Administrative Procedures Act and otherwise fail to meet its requirements. I respectfully request that OAL reject the proposal and that DOJ make appropriate changes.

The Fresno Sheriff's office announces the new SB2 changes coming in January 2024!

Concealed Weapons Permits

EFFECTIVE JANUARY 1, 2024

The passage of California's Senate Bill 2 (SB 2) will change the qualifications and procedures for obtaining a CCW permit with the Fresno County Sheriff's Office. Below is a list of some of the changes impacting your application process.

• In accordance with SB 2, if you complete your application and turn it into our office prior to Jan 1, 2024, your application criteria will fall under the current legislative rules for 2023 and your permit will be “grandfathered in.”

• In 2024, the training requirements will be increased from 8 hours to 16 hours for a new standard permit, and from 4 hours to 8 hours for a renewal permit. If you have further questions, please discuss these changes with your respective trainer for further information.

• If your application is received in 2024, you will no longer be able to qualify with a gun that is not registered to you. For example, if your gun is registered to your spouse, you will no longer be able to carry it. However, if your permit is received prior to Jan 1, 2024, you will be allowed to have your spouse’s weapon on your permit, but you will have to remove it when you renew it in two years (2026).

• In 2024, if you have been convicted of any offense that is outlined within section 26202 of the Penal Code (or any of the sub-sections referenced therein), there are time restrictions that pertain to when and if you can apply. Before applying, please take the time to thoroughly read this section by clicking the following link, SB 2 Section 26202 .

• In 2024, you will not be required to submit your training certificate prior to getting approved for a permit. However, if you do submit your training certificate when you initially turn in your application, it will greatly shorten your processing time.

Commencing July 1, 2024, an excise tax is hereby imposed upon licensed firearms dealers, firearms manufacturers, and ammunition vendors, at the rate of 11 percent of the gross receipts from the retail sale in this state of any firearm, firearm precursor part, or ammunition.

The buying rush has begun for the next 8 months to avoid the additional excise tax on top of our local tax which adds up to 20% for your purchases after July 1, 2024.

Outdoor training has its advantages!

Welcome to JLPFI's Spring Blog! This picture was recently captured at our private Reedley range location. We hope all of you have weathered the storms and are prepared to head out to the range soon and knock the rust off your firearms skill-set. The rainfall has been a true blessing for our agriculture, although many of our clients have experienced overwhelming headaches with flooding and buried homes under an abundance of snow. All of us will rebound from this weather and persevere to get back to our routines of everyday concealed carry and enjoying the spring colors that are now surrounding our valley! JLPFI has been very busy scheduling new clients and those that allowed their CCW to lapse past the 1 year mark who must start the whole course over again. There were also those that are renewing their expired CCW and are still within the grace period allowed by the agencies. In either case, please be reminded to look at your concealed weapons permit and check that expiration date once in awhile to avoid the panic that sets in when it shows expired! Most local agencies will grant a 6 month grace period to complete your renewal course, but you cannot conceal carry once your license has expired until you go through the renewal process. Fresno and Madera counties are around 2 months to process a new applicant and 3 weeks to process CCW renewal applicants.

Book your CCW renewal course within 3-4 months before your CCW expires. You can then submit your online renewal once you are within a month of your expiration date.

We have all experienced many changes over the past few months including welcoming a new Sheriff to Fresno! Sheriff, John Zanoni was sworn in to replace Sheriff Mims in January and he is off to a challenging start between the criminals and flood management! Our local Police Chief, Paco Balderamma has experienced a serious uptick in crime across Fresno including two fatal officer involved shootings in the past few weeks. Both suspects created a very dangerous situation for Fresno PD officers to respond with the use of deadly force. The California Department of Justice instantly stepped into one of the incidences questioning the justified use of force by our police. This has become a standard protocol to scrutinize our local law enforcement agencies ability to use deadly force and police reform policies from Sacramento have created many roadblocks for officers to present their firearms in a hostile situation. Where does that leave us, the common law abiding citizens that put our trust in law enforcement to protect and serve our community in the name of public safety?

JLPFI has always relayed the message that personal safety is each person's responsibility and that right has been reaffirmed by the United States Supreme Court to uphold our right to own firearms and protect ourselves without having to provide a good cause statement to CCW issuing agencies! Licensed to carry applications are flooding into law enforcement agencies all over California now that this state is a "shall issue" state! Breaking news out of San Francisco that a citizen was awarded the first CCW in over 20 years!

JLPFI has more good news that Federal Judge Cormac J. Carney struck down the California DOJ Roster of Safe Firearms as of March 20, 2023! Our state has been restricted to only selling semi-auto handguns that had chamber indicators, magazine disconnect features and microstamping capability since 2013. The judge ruled the Unsafe Handgun Act is unconstitutional and has granted a preliminary injunction enjoining enforcement of those provisions fourteen days from his ruling. The California Department of Justice will most likely file an appeal to this order and push the subject to the Ninth Court of Appeals, but the California Rifle and Pistol Association has assured us that this roster will ultimately be defeated because all of the new models of semi-auto handguns that all the other states currently sell, are far more modern and safer than the current models California dealers are authorized to sell. https://crpa.org/news/blogs/huge-win-crpa-defeats-the-roster/

JLPFI recommends that you all start a GSA- Gun Savings Account, to be able to purchase the handgun of your dreams once this ridiculous, restrictive roster is finally removed in California.

Now, for some tough news. Senate Bill SB918 was defeated in the California Legislature on August 31st of 2022 by one vote. This bill would have restricted concealed carry in many dangerous places including parking lots. The California legislature resurrected this bill this year under a new title of Senate Bill 2.

This bill, re-authored and edited, will enact the "sensitive zones" to make it very difficult for any licensed CCW holder to legally carry in many places. This bill also would change the training requirements of implementing a 16 hour initial course and an 8 hour CCW renewal course. Initial applicants would be subject to doubled fees, psychiatric evaluation and presented with a talk on mental health and suicide prevention by a mental health professional sub contracted through the authorized CCW trainer! Governor Newsom recently revealed at the Monterey Park shooting sight, that he will sign this bill when it hits his desk.

There is an excitement in the air as we move into the sights and sounds of Christmas with good thoughts of planning those family events that will produce everlasting memories. Let's not let our guard down as we proceed with our busy shopping schedules and remember that the best of plans can be immediately changed in a fraction of a moment. The past few months have been an exciting time of meeting many new clients that completed the mission of becoming licensed to conceal carry. JLPFI applauds each and every one of our clients that has accepted all of the responsibilities of safe and discreet carry of their firearm. Some of our new applicants reflect on a prior violent incident that motivated them to move forward with applying for a CCW. Those clients are now in a safer position in life by completing their personal training experience from JLPFI and understanding the lawful use of deadly force if they ever are forced to use it. The local news recently reported the opportunity to renew or even apply for your CCW by means of completing an "online" computer course. JLPFI researched offering this convenient way for you to sit back and relax in your home and look and listen to someone on a computer screen inform you of all the laws, conditions, restrictions and subject matter related to the use of deadly force. As other trainers moved forward in this offering, JLPFI made a decision to keep our program personable for your entire class so that you can ask all those important questions that the computer screen will not be able to answer! Your time is important and JLPFI wants to make the most of it by asking you a series of questions and keeping you informed regarding local crime data, legislative updates and the latest trends in concealed carry equipment. Online convenience or access to a live professional instructor....the right choice is obvious! Our CCW renewal clients know that our classes are always evolving with new material and look forward to spending 4 hours with JLPFI. That personable meeting every 2 years is not an inconvenience but an opportunity to learn more then they did before! Inform your family and friends that our 8 hour initial CCW course is full of useful information and each person taking our course will have every opportunity to ask questions and learn much more than they ever would from an online course.

The California Department of Justice is now required to inform all law enforcement agencies to accept CCW applications statewide without a specific requirement of a "good cause" statement related to the reason each individual wants to carry a concealed weapon. This change in policy was a result of the United States Supreme Court ruling in the Bruen case that struck down the requirement for "proper cause." The California Rifle and Pistol Association has been very pro active in making sure all cities and counties in California adopt this new policy and efficiently process CCW applications in a timely manner! Senate Bill 918 was introduced and narrowly defeated in the California legislature on September 1st. This bill would have effectively banned concealed carry in many places and would have made it much more expensive and time consuming for individuals to apply or even maintain a concealed weapons permit. There are concerns that this bill will be re-introduced in January of 2023 with a few modifications.

JLPFI reminds all of you that if you were notified by California Department of Justice that your personal information might have been compromised in a data breach on June 28th of this year, you are encouraged to contact the CRPA or Gun Owners of California to join a lawsuit moving forward against the California Department of Justice by filling out an administrative claim form. Most California law enforcement jurisdictions are all seeing an increase in applications for CCW's due to the Supreme Court decision as well as the severe uptick in violent crime across the State. JLPFI welcomes applicants from all central California cities and counties and will continue to inform all of our clients of any changes that are communicated from the issuing agencies!

This blog comes 8 months after the prior JLPFI blog with an accumulation of changes, introductions, stories, and law updates that will excite, motivate, and move you to a better place to make informed decisions on that journey ahead that could include some slippery slopes! One of your biggest priorities in life is to stay in the know, filter, avoid life's distractions, and pursue a constant awareness of the environment around you. In the past 8 months, JLPFI welcomed several new first time firearm owners to the range. More ladies have entered the gun ownership trend and JLPFI appreciates the presence of all of those that admit that an instruction manual is not enough for them to get started on their journey with that new firearm. Professional instruction is your choice, and you will always benefit from the life experience of a safe introduction to safety, fundamentals, and live fire.

Concealed weapon applicants have continued to keep our range and classroom very busy. Fresno and all surrounding counties are accepting new applicants once they have completed the 8 hour course. The Supreme Court of the United States recently affirmed that citizens should have the right to bear arms without the burdensome reason of defining why they need to be armed. This decision carried over to each state to remove their Good Cause requirement and that the best reason one could use to lawfully carry a weapon is "Personal Protection."

On June 24, Attorney General Rob Bonta advised all county and police chiefs in the state that they “may no longer require a demonstration of ‘good cause’ in order for residents to obtain a concealed carry permit.”

Coincidentally, less than a week after the Supreme Court ruling, the California Department of Justice announced a significant amount of CCW applicants information was compromised in a data breach." And after numerous requests for comment, the Attorney General’s press office issued an unsigned statement saying that it was a mistake to expose the personal information and it is investigating. The next day, the office put out a lengthier statement, notifying the public of the data disclosure, noting that the files were available for download for less than 24 hours and vowing to provide credit monitoring services to anyone whose personal information was exposed." JLPFI has been advising all clients to remain aware that their names, addresses, and CDL #'s are at great risk of being compromised if they received an information letter from the California DOJ. The California Rifle and Pistol Association is assembling a lawsuit against the CA DOJ and is actively seeking plaintiffs who were affected by this data breach. So here we are in interesting times when us, the law abiding citizens, want to do the right thing and share, in confidence with our government officials our most personal information in order to lawfully conceal carry. Our trust has been compromised either by error or willfully and we must stay the course and seek to make better informed decisions when the next election comes to oust those who are responsible for exposing sensitive information. Our own Sheriff Mims reminds each CCW holder to remain on high alert, especially at their personal residences in the coming months, as the breached data could potentially come in the form of attempted house burglaries.

Lets call it what it is - PEOPLE VIOLENCE, not GUN VIOLENCE!

The tragedies of mentally disturbed individuals who inflicted multiple deaths and serious bodily injuries seem to be never-ending in this country. The increasing violence trend is human related to those who struggle with mental health issues or a deficient upbringing of social and moral values. As many have said, the gun itself has the inability to do anything without an operator with intent to inflict such evil outcomes. For us, that own weapons for self defense, hunting and recreational shooting, we remain steadfast in our beliefs that an armed society of like-minded, mentally sound individuals, is a polite society! The May 14th Topps Supermarket tragedy in Buffalo, New York, was a horrible loss of 10 innocent lives to a 18 year old shooter who described himself as an "ethno-nationalist" supporting white supremacy. At some point, an armed security guard, former Buffalo Dept. police officer, Aaron Salter Jr., shot at him. Due to the shooter's body armor, Salter's bullet did not stop him. The shooter returned fire at Salter, who died at the scene. This incident was a racially motivated hate crime and the shooter was in possession of a 180 page manifesto. "The reason those victims were unable to defend themselves is New York’s strict gun-control laws. In New York, it is illegal to openly carry a weapon." Concealed-carry permits are possible but extremely difficult to attain." JLPFI's perspective: Gun laws prevented individuals from protecting themselves in this incident. The security guard should have been armed with a semi-auto rifle to return equivalent force to the perpetrator.

On May 24, Robb Elementary School in Uvalde, Texas experienced the loss of 21 lives from yet another 18 year old with an evil mission to end as much life as he could. He completed his mission with the very unfortunate inaction of authorities on scene that put their lives before the lives of the children and staff lost. The seconds of inaction of authorities to "move in and neutralize the threat" was the tragedy of this incident. JLPFI's perspective in this and every school shooting tragedy is to harden the perimeter, arm the school administrators with exhaustive amounts of active shooter training, and ultimately remove the barriers of law enforcements policies and procedures to hold in place instead of ACT!

This is a increasing concern nationwide and in the state of California that the new standard of law enforcement public protection is to negotiate with the perpetrator with verbal judo, create a standoff or use "tactical retreat" (stand down) as the alternative to doing what we used to call "justified use of force" in police critical incidents.

July 17th was yet another day of tragedy and loss at the Greenwood Mall food court in Indiana when 3 people were killed and 2 were injured before 22 year old Mr. Eli Dicken, who was lawfully carrying a concealed weapon, went into action from 40 yards away from the active shooter and delivered 8 out of 10 defensive rounds into the 20 year old perpetrator. Within 15 seconds of the mass shooter starting his evil infliction of carnage, the ACTION of Eli Dicken saved multiple lives. The state of Indiana had just passed a Constitutional Carry law one week before that allowed all citizens of that state to lawfully carry a weapon for self-defense and defense of others. Before the incident started, the active shooter had spent an hour in the bathroom next to to food court. Mr. Victor Mora was an armed citizen that became the first victim of the active shooter as he entered the bathroom and never had a chance to draw his weapon. 20 shots were fired from the active shooter as he entered the food court and Mr. Dicken first made sure his girlfriend and others ran to cover, before he got a clear line of sight to the shooter and engaged to stop the shooter.

These 3 stories have a common theme of tragic outcomes of lives lost, anti gun laws and policies and procedures of authorities and civilians to suppress the decisive action of others. The JLPFI perspective of the "good guy with a gun" is that we the public, with the responsible ownership and training with our firearms, are individuals committed to following the local, state and federal laws of protecting ourselves or the lives of others. We are not meant to become hero's unless the individual decision is made to complete the action of defense and accept the consequences of our actions.

Mr. Eli Dicken was considered the Good Samaritan and hero by producing positive action with his firearm. May his action carry over into the introduction of new laws that protect our rights to defend, as well as remove the policies and procedures of law enforcement to suppress the use of force, when it is duly justified!

Friday, July 29th, the House of Representatives voted to ban assault weapons nationwide.

This has never been a gun violence issue - it is a people violence issue. Law abiding, sound mind individuals must fight for their rights to maintain the freedoms granted by the 2nd Amendment.

On the Range! Do you trust your defensive ammo?

JLPFI range reports never end and we are always excited to see new gear and different types of ammunition on the range! We have reminded our clients to refresh their defensive ammunition every 2 years or when they renew their CCW for a very specific reason. Ammunition in your carry weapon can be exposed to environmental elements including sweat, hair fibers, and many other forms of contamination when you carry your weapon. JLPFI has encouraged our clients to bring their defensive ammo to class and test it on the range. We have seen repeated misfires of ammunition that was trusted by our clients to go bang every time!

One client who just completed his CCW renewal course brought out his 8 shot .22 Smith and Wesson revolver loaded with Winchester 26gr lead free ammo. He attempted to fire all 8 rounds of which only 1 round detonated! Another client brought out ammunition that has always been reliable and recommended by JLPFI which was Liberty Civil Defense fragmenting ammunition in .380. Four of the 80 rounds fired, also misfired.

Optic Slide Cuts on handguns are becoming very popular nationwide! Several companies are now offering replacement slides for California gun owners to retrofit a red dot optic of their choice onto their current carry weapon. Due to California laws restricting new semi automatic handguns to ever be sold here (micro-stamping) we still have the option of modification to our already owned weapons. Our affiliate dealer, Halfcocked Gunsmithing, just announced some exciting news that they will be stocking the new Springfield Armory OSP slide kits for customers that want to install a red dot optic on their 4" service XD 9mm or .40 pistol!

Active Safety and Confidence: Make it your priority!

JLPFI welcomes the holiday season ahead with some friendly reminders that your personal safety and confidence in concealed carry should be re-enforced everyday you step out of your home. Our community has been overwhelmed with criminal activity regardless of the environmental changes of temperature, fog and rain. Concerns of retail flash mob raids where numerous thugs invade the business and run out with numerous items are on the rise. Security officers and law enforcement cannot keep up with the amount of theft and assaults that are occurring 24/7 in our town. Hit and runs and traffic street racing are an increasing crime that has devastating consequences. Yet law abiding citizens are keeping peaceful and looking forward to the festive season ahead. Vaccinated or not, the bad guys still exist!

There are numerous amounts of local citizens applying for concealed weapons permits that are brand new to handgun ownership. There are also many folks that have owned a handgun for years and have finally decided "its time" to make the right choice of taking the training course and moving forward with their CCW journey.

JLPFI has provided a wealth of knowledge to our clients regarding their lawful carry methods and duty to conceal carry often. With that duty comes the responsibility of the care, transport, holstering and ultimately using that firearm for a life threatening reason. All of us must answer a few important questions before we decide to initiate an everyday carry protocol. Are you in possession of a valid, non-expired CCW when you choose to carry? Do you make sure and tug on that magazine after you have inserted it into your firearm magwell? Did you conduct a visual chamber check to make sure the weapon was loaded before you holstered? Are you willing to accept the criminal and civil liability you will be forced to deal with if you are forced to use your weapon in self-defense? Did you take any extra training courses between your CCW renewal courses to keep you sharp on combat mindset and muscle memory sequencing?

Breaking News : California 9th Court of Appeals approves keeping the high capacity mag ban in place with a 7-4 decision. This ruling is likely to now prompt a Supreme Court review and decision in the future as most other states call these type of magazines, standard capacity.

Federal Judge, Roger Benitez ruled this ban on the sale of magazines holding more than 10 rounds, unconstitutional on June 29, 2017. His decision was celebrated by many California gun owners as "freedom week" proceeded in which over 1 million high capacity magazines were sold to law abiding citizens via dealers and mail order for a whole week until the California DOJ attorney general asked Judge Benitez to place a stay on his ruling.

So now it is another waiting game to see if this case will be accepted and heard by the Supreme Court to allow California citizens to purchase high capacity magazines. For all of you that possess those magazines now, possession is perfectly legal as long as you are not committing a crime! With regards to carrying those magazines in your CCW weapons, it all depends on the jurisdiction you are travelling in, upon discovery, whether you will be under scrutiny of using that magazine for self protection. All CCW issuing jurisdictions remind you that it is your responsibility to stay updated with any new laws related to this subject.

In other California news, the Department of Justice is: Re-Opening Bullet-Button Assault-Weapon Registration System For Eligible Individuals. This news comes from a lawsuit against the CA DOJ that was won by the Second Amendment Foundation. Individuals that attempted to originally register their lawfully owned bullet-button weapons and were caught up in a catastrophic DOJ website crash, will now have 2nd chance to register those firearms from January 13, 2022 to April 12, 2022. The California Department of Justice was forced to pay $151,821.42 in legal fees to the plaintiffs. The honorable Federal Judge, Roger Benitez, ruled on June 4th, 2021, that an AR-15 semiautomatic was likened to a Swiss Army knife and called it “good for both home and battle.” Yet California demonizes the weapon as a "weapon of war" not fit for California citizens to possess for self defense.

"Not Guilty" came across loud and clear in a national media self defense case, where Mr. Kyle Rittenhouse legally defended himself from 2 felons that attempted to attack him! He did use a AR-15 to ultimately save his life after attempting to escape the attack of both perpetrators.

The message was clear by both the judge and the jury that Mr. Rittenhouse acted in a reasonable manner of defense, that when he faced those armed individuals advancing on him, he acted accordingly.

JLFPI would like to summarize this judicial review section by noting that we who live in California are very restricted in our ability to defend ourselves due to our stringent, self defense laws. Our primary goal is to stay aware of our surroundings, stay informed of what our lawful rights are regarding defense and ultimately.... stay ARMED on a daily basis to remain responsible for our own defense, with our firearm always being the last line of defense! It does not matter what weapon it is. It does matter that each of you know your weapon, take time to train and fight if you are forced to. Summertime is Carry Time!

The heat is ON for summer in Fresno and JLPFI wants to remind you how important your concealed carry routine must carry on. The City of Fresno and the entire County has seen a serious increase in violent crimes and criminal activity over the past month. The good news is that our issuing CCW agencies report that there have been no incidences of licensed CCW holders being involved in any reported life threatening situations where a firearm was drawn or used. JLPFI has always recognized the license to carry as a "self restraint license" to always find an alternative to using violence by utilizing situational awareness and retreat protocols as our first line of defense! This is also known as subconscious smart and quick thinking that is available to those who adopt a combat mindset and train regularly to overcome those moments where personal safety is about to be compromised. There are extra challenges of concealment during the hot months, but each of us must adapt our methods of carry and dry fire train from those places where the weapon is secured. JLPFI has challenged many of our clients to explain their carry methods and demonstrate their plan when the **** hits the fan! It's one thing to think your plan of carry will work, but it's another to attempt that plan during a training session to find any deficiencies! CCW Jurisdiction Updates

Fresno County CCW Unit-(559) 600-8515

All CCW renewal applicants will be subject to a delay in processing their online renewal. The County has experienced a huge increase in new applicants and the workload has been overwhelming. As of this blog writing, most renewal applicants will experience a 4-6 week delay in receiving their renewal CCW. All renewal applicants can complete their 4- hour renewal class up to 60 days before their expiration date, but renewal applicants can only submit their online renewal application within 30 days of their current expiration date. Fresno County appreciates your patience during this unprecedented demand for new CCW's and thanks all renewal applicants for their understanding of the current situation. The unit hopes to reduce processing times with added staffing soon!

City of Fresno CCW Unit-(559)-621-6562

Police Chief Paco Balderrama recently announced that new applicants for a City of Fresno CCW will be required to shoot 50 rounds per weapon for the initial range qualification. The prior requirement was 100 rounds per weapon. This modification was in light of the ammo shortage and increased costs of ammunition. The Chief encourages any law abiding citizen of the City of Fresno to apply with officer Roland Diaz of the City of Fresno CCW unit. A Good Cause statement as to a specific reason why the applicant needs a license to carry will be required.

The City of Fresno CCW application and renewal process will be upgraded to an online application venue with a target date of September 1st, 2021!

Madera County CCW Unit-(559) 675-7770

The CCW unit of Madera County recently announced launching the Permitium Online application system for all Madera County CCW initial and renewal applicants. The system is very similar to the requirements of what Fresno, Tulare and Kings County are using. All Madera initial applicants and renewal applicants will have a choice to use the online venue to renew or still contact the issuing substation for assistance with a traditional paper application. Madera renewal applicants can complete their online renewal up to 90 days prior to their CCW expiration.

Turners Outdoorsman Fresno reports a slow and steady increase of handgun and modern sporting rifle inventory! As of July 1, 2021, California state law requires that purchasers must be 21 years or older to purchase any firearm. Purchases of centerfire, semi-automatic rifles, are now restricted to only 1 a month from a licensed firearms dealer. We must stay vigilant in our awareness and education of lawful ownership and legally carry regardless of what our environment produces!

JLPFI welcomes each of you to this overdue blog of epic proportions! We have all been busy just trying to keep up with all the elements of life. We do our best to avoid too many distractions and we must discern how to prioritize our time, money and resources. The past 4 months have been certainly eye opening for JLPFI to see the overall concern for personal safety has truly become a priority for so many new firearms owners as well as those who possess a concealed weapons permit. JLPFI's connection to many new firearms owners has been a educational journey of establishing lawful storage practices, family education of firearm safety and ultimately a plan for personal safety. Our concealed weapons permit holders are renewing their permits with a renewed motivation to "CARRY MORE OFTEN" due to the increase in violence in our city. New CCW applicants are sharing their concerns of developing the right defensive mindset, making sure their emotions don't overtake their lawful regard of defense and identifying those unknown threats that are upon us on a daily basis.

Our nation has experienced a perception of increased gun violence and the gun control agenda continues to wear on us from a national and state level. JLPFI often asks CCW clients what is their estimate of licensed concealed carry holder's that exist out of 40 million California residents? So the answer to that starts with a very low # recorded back in 2011. A report released by the United States Government Accountability Office in 2012, estimated a total of 35,000 CCW license holders in California as of September 1, 2011.

Since that time, California's most recent estimate of issued CCW's was 120,582 as of July 1, 2018. That is only .39% of the total adult population of California. Fresno is truly blessed to have Sheriff Mims as the #1 issuer of CCW's statewide! JLPFI would like to conduct an anonymous survey of all residents of California that carry a loaded weapon for personal defense regardless of what the law says? We know that there are plenty of bad guys carrying guns. How many millions of bad guys and people with no criminal history carry a weapon because of the fear they have regarding their life or loved ones? Is the risk greater of being assaulted or getting caught in possession of a weapon that is not lawfully licensed to carry? JLPFI recommends to MAKE IT LEGAL!

JLPFI supports lawful carry and respects those states that Constitutional Carry provisions that allow residents of those states to carry a weapon as long as they meet the minimum age requirement.

California will never consider Constitutional Carry and will remain a "May Issue" state requiring a Good Cause statement that proves the CCW applicant has a reasonable reason to apply and carry a concealed weapon. Here are some facts we all need to recognize moving forward with our entry attempt into concealed carry or continued journey of concealed carry:

Fresno County Sheriff Margaret Mims accepts all new CCW applicants with no criminal background that simply enter "Personal Protection" for a required Good Cause statement. Our elected Sheriff supports our community by trusting those she issues a license to carry to always operate within the conditions and restrictions of the license granted.

There are several other law enforcement jurisdictions that share our Sheriffs position on a Good Cause statement, yet there are some jurisdictions that will continue to require P r oof of Good Cause.

Our new Chief of Police, Paco Balderrama, who was an appointed official, requires proof of Good Cause for any city of Fresno resident to apply or renew with his issuing CCW agency. The Good Cause policy was amended on February 18th of 2021 to read as follows on the actual City of Fresno CCW application:

Good Cause is a set of circumstances that distinguishes the applicant from the mainstream and causes him or her to be placed in harm's way. Simply fearing for one's personal safety or personal protection alone is not considered Good Cause.

JLPFI supports all efforts of law enforcement to enable its citizens with the opportunity to apply for and maintain a license to concealed carry. Fresno is a large metropolitan area with significant crime rates!

Every citizen of Fresno has the right to apply for a concealed weapons permit through the City or County. The training requirements are the same, yet the City of Fresno CCW unit will require proof of Good Cause, 3 character references and the applicants neighbors will be interviewed.

Although the County of Fresno CCW unit is overwhelmed with CCW applicants, the application process is online and streamlined to accept all law abiding residents listing personal protection as their Good Cause.

The choice is yours or your family members to decide to apply. JLPFI will gladly accept you into our safe and educational training course to start you on your CCW journey.

The Supreme Court of the United States will be reviewing a major 2nd Amendment case in October of this year regarding Good Cause for New Yorkers. The Supreme Court’s agreeing to hear arguments in a 2nd Amendment case for the first time in a decade has brought strong reactions from both sides of the gun issue. ”Using an admittedly moving target of “good reason” the authorities are essentially free to grant- or deny- permission. As a result, only a relative handful of New Yorkers have concealed carry permits.

The prohibition, however, hasn’t done anything to prevent crimes committed with firearms. Criminals, by definition, don’t care about prohibitions." (Jim Shepherd- The Gun Wire)

Let's all face what has happened to law enforcements ability to do their job. There are agencies offering signing bonuses to hire new officers, yet the risks of the job and the undue scrutiny sadly counteract the incentives to serve. The restrictions of AB-392 forced all California law enforcement agencies to rewrite their use of force policies. When such high profile media events expose "guilty on all counts" in the George Floyd case, the public perception most likely is agreeable, yet the underlying message has started to erase law and order. We must always back the blue and respect their oaths to serve by showing regard to the laws they must enforce.

JLPFI was honored to direct our 2nd air rifle clinic at Break the Barriers with a great group of veterans. Our time included an overview of the German pneumatic air rifles, fundamentals and shooting rested at 10 meters into 1/2" targets. This is always an amazing event working with our veterans!

JLPFI welcomes the weapon you choose and we will make your experience positive and rewarding! We often see older weapons that are worth noting as memorable! We had a Coonan 1911 chambered in .357 on our range that was a absolute pleasure to shoot. Very little recoil for a .357 magnum, yet very accurate and fed all ammo reliably. Another range event included the sight- in of a Christensen Arms custom 6.5 Creedmoor Modern Precision Rifle topped off with a Vortex PST optic. Our work started at 25 yards and ended at 200 yards hitting a golf ball for the last shot of the day!

Range day with friends and family of Halfcocked Gunsmithing of Clovis Ca. was an awesome event that included a variety of several handguns. This training session was a private event at our eastern Fresno County range. All clients received 5 hours of required qualification time to apply for their CCW permits.

Where's the............??

The phone is ringing at JLPFI and the question remains..........where can I buy ammo?

We are all in this together folks and JLPFI shares your frustration to source ammunition for training, recreation and defense! Local shops are doing their best to keep some on the shelf, but demand still is greater than the supply. JLPFI always supports the local shops including Turners Outdoorsman Fresno and Halfcocked Gunsmithing in Clovis. These shops will accept online orders that you initiate to have shipped to them and you will incur a processing fee and required background check. JLPFI suggests online ammo hunting from www.ammoseek.com which is a ammunition locator that indicates in stock ammo and can be navigated by price or caliber. The one catch with ordering online is whether the source you order it from will ship it to California. Happy Hunting!

One other major challenge for many California residents is satisfying the requirement of ammunition purchasing eligibility established by the Department of Justice. This online system is still mostly unknown by most, as the California Firearms Automated Reporting System (CFARS). This is an online tracking mechanism for the Department of Justice is to monitor ammunition purchases and was launched in 2019 under the Gavin Newsome Safety for all Act to prohibit non-law abiding citizens and residents from other states from purchasing ammo.

If you are a firearms owner in California and you move to another location within the state, you are required to report your change of address to 3 agencies..... The Post Office, the DMV and the California Department of Justice. Many of JLPFI clients stocked up on ammunition long before this system and law started. Now if those people who used up that stockpile go to buy more, they must follow the check off list to pass the required background check!

Here is that check off list:

1) You must provide a REAL ID. If you have a "Federal Limits Apply" drivers license, you must provide a birth certificate or passport at the dealer where you are purchasing.

2) Your address on your drivers license must match where you live!

3) If you recently moved, you must create your own profile on the DOJ CFARS system website and enter your new address information.

4) You will be rejected on your ammo purchase if you have not purchased a weapon in the past 3-5 years. This will require you to update yourself in the CFARS system with a weapon you currently own. You must record the make, model and serial # of the weapon and time of purchase.

5) The California DOJ charges a $1.00 transaction fee no matter how much ammo you buy at 1 time. CCW holders are not exempt from this background check.

6) Importation of ammunition from another state without completing a background check is considered a misdemeanor.

In the end, the ammunition background check does nothing to stop the bad guys from buying ammo and only effects the law abiding citizen attempting to lawfully purchase ammunition. Please consider joining the California Rifle and Pistol Association to fight this redundant background check requirement along with other California gun laws that continue to erode our 2nd Amendment rights!

Jurisdictional updates:

City of Fresno: We have a new Chief of Police in Fresno. His name is Paco Balderrama. The chiefs two priorities will be community trust and community safety. Chief Balderama will support the current CCW issuance program for the city directed by Officer Roland Diaz who is the current City of Fresno CCW coordinator. Officer Diaz can be contacted at: (559) 621-6562. Current processing times for new applicants is 3-5 months.

Fresno County CCW Unit News: Good news for all Fresno County CCW applicants that the CCW unit has doubled their workload to accommodate up to 18 initial applicant interviews a day! The wait time for an interview was originally 6 months out and now is only 3 months. Please tell a friend if they are considering applying for the Fresno County CCW that there is no better time than now! They must take the 8 hour initial course first and then can apply online and set their interview date .

Merced County Sheriffs CCW unit is not currently accepting any new CCW applicants. Sheriff Warnke continues to strongly support issuing Carry Concealed Weapons (CCW) license to eligible Merced County residents. The Sheriff's Office is going through a brief transition on the CCW process. Soon you will be able to self-register, make appointments, and modify your existing CCW license online. The new process will be efficient and will reduce the number of times you will be required to appear in person. Sheriff Warnke has put all new CCW applications on pause until this new platform can be implemented sometime in February 2021. Work is underway right now to make the transition as quickly and smoothly as possible. We appreciate your patience and will keep you updated on this process. If you have a previous appointment for a new CCW application or renewal your appointment will still be honored and scheduled.

Press Release Regarding New Online CCW System

The Mariposa County Sheriff’s Office has streamlined the Concealed Carry Permit (CCW) process by allowing both new and renewal applicants to fill out an application online.

The Sheriff’s Office is now taking applications online through the Sheriff’s Office website at www.mariposacounty.org/sheriff

With the new system, permits can be applied for anytime, day or night, weekends or holidays at the comfort of your home. The goal is to help the Sheriff’s Office enhance convenience and better serve the public. To apply online, residents should click the "Concealed Weapon Permits" tab on the left side of the Sheriff’s Office homepage. A link to the new secure online application system will appear, allowing applicants to create an account and submit information for a background check.

Applicants who wish to renew an existing permit must create an online account with the new system and follow all the prompts. For assistance or more information please contact the CCW Permit Clerk at (209) 966-3615.

Crime Fighting in 2021!

California law enforcement was forced to make changes in their use of lethal force policies in January of 2020, due to the passage of AB-392. All California law enforcement agencies must now include negotiation techniques of verbal persuasion and de-escalation in the face of any life threatening perpetrator. If lethal force is used, it must be deemed beyond reasonable and that the actions of the officer were absolutely necessary after that officer exhausted all other protocols first.

We are now one year into this new statewide mandate, and Fresno county had 116 homicides and over 724 shootings in 2020.

JLPFI is observing and admiring the numbers. The numbers of people buying weapons. The numbers of rounds flying at the range. The number of votes casted in the presidential election! It is all adding up to the good, the bad and the flat ugly!

So let's focus on the good regarding gun sales. Overall, the 4-Day total of adjusted NICS numbers is up 4.2 percent over 2019, with a total of 417,465 checks this year versus 400,681 in 2019. Cyber Monday produced some eye-popping numbers, with totals up 65.2% over 2019. That’s 123,797 checks versus 74,926 in 2019. Big numbers. Overall, November 2020’s numbers were another record. The November 2020 NSSF-adjusted NICS figures: 1,949,141- an increase of 45.2 percent over 2019-the previous record year.

Year-to-Date, we’ve seen 19.1 million adjusted NICS checks, a record setting year for firearms sales. According to the NSSF’s Retailer Surveys, nearly 7.7 million people were first-time firearms buyers in 2020. America remains to be the most armed country of all time and that is a good thing as long as those 7.7 million first time gun owners take it upon themselves to seek professional firearms training to learn it right the first time!

JLPFI has been truly blessed the past few months experiencing many first time weapon owners that were fortunate enough to source some target ammunition and complete a new owner firearms orientation course. Ammunition sales continue to soar and there remains a serious challenge for our clients to source enough ammo to enroll in the courses they are wanting to complete. Most retailers are cleaned out of all popular calibers of ammo and when it does come in decent quantities, there is a limit for purchasing. Personal defense ammunition has all but disappeared and JLPFI has made remarks more than once that if there was ever a civil unrest incident, DUCK would be the operative word because all citizens would be forced to use whatever ammo they had- also known as full metal jacket ammunition that will penetrate walls and a multitude of hard surfaces. Our hope is that we never will have to stoop to that level of environment, yet there is a growing consensus that the days ahead of us will include a increase in public violence occurrence's. JLPFI reminds each client to KNOW YOUR ROUND COUNT! Make every round count too!

Now the harsh reality- the votes are still being counted. The clock is ticking and the new year is quickly approaching. It is anyone's guess as to what comes next. The supposed new administration has a harsh plan for all of us gun owners. President-elect Joe Biden’s gun-control have begun to take firmer shape with his announcement of appointing his deputy chief of staff, Jen O’Malley Dillon. She worked on former Congressman Beto O'Rourke's (D) failed presidential campaign and went into further detail about his AR-15 confiscation plan.

"We are actually the only campaign with a plan...but a plan that supports mandatory buybacks of weapons of war. The assault weapon ban is very, very important and we need to have it, but that only takes weapons of war off the streets in the future, it does nothing for weapons of war that are currently out there," Dillon said.

News reports show that Dillon has expressed her full support for not only banning commonly-owned firearms, but confiscating them from legal gun owners as well. This definitely is in line with the Harris-Biden campaign platform that contains a long list of possible anti-Second Amendment restrictions and new firearms mandates either by Congressional action or executive orders.

Breitbart News reported that Biden’s proposals not only contain a ban on the future manufacture of AR-15s and other firearms the Democrats label “assault weapons,” but also a provision that could require every AR-15 rifle to be registered under the National Firearms Act of 1934 (NFA).

As I have written in previous Gun Talk articles, the Biden plan fails to define how all this would work, what an “assault weapon” or “weapon of war” is, and how the plan would be enforced. O’Rourke, during his short presidential campaign said if someone refuses to turn in their AR-15s then “in that case I think there would be a visit by law enforcement to recover that firearm…” Article HERE / Video HERE

As part of the Democratic firearms platform, we need to consider that the “plan” also includes a tax or license fee of $200 on many semiautomatic weapons and magazines of more than 10 rounds. I’ve seen estimates that show there are at least 18 million AR-15s in the US (a conservative guess), and with a $200 tax for each one, that totals $3.6 billion dollars in revenue for the federal government. What a wonderful source of funds, and that does not include magazines that have no serial numbers.

One estimate I saw indicated Americans own 393 million firearms, and “about 40% of Americans say they or someone in their household owns a gun, and 22% of individuals (about 72 million people) report owning a gun, according to surveys from Pew and Harvard and Northeastern. A Nov. 17 article on Guns.com noted the National Shooting Sports Foundation (NSSF) increased the total firearms owned to 434 million and reported:

“The Modern Sporting Rifle continues to be the most popular rifle sold in America today, and with near 20 million in circulation, is clearly a commonly-owned firearm that is being used for lawful purposes every day in America,” said Joe Bartozzi, NSSF’s President and CEO in an email to Guns.com.

The article also added that NSSF estimates “there are approximately 71.2 million pistol magazines capable of holding more than 10 cartridges and another 79.2 million rifle magazines capable of holding 30 or more rounds in circulation.” Figure Biden’s $200 tax on each.

Enforcement of the Biden plan certainly offers questions and concerns. Would local law enforcement go door to door with search warrants to confiscate “weapons of war” or issue citations to violators? I doubt too many cops would want to confront an armed homeowner with firearms confiscation in mind, warrant or not, based in part on the fact “domestic” calls often turn violent for officers. Therefore, if law enforcement chooses not to play that confiscation game, what next? Perhaps then the military or National Guard will get the task of disarming civilian firearms owners. How would that scenario play out in America?

As a Gun Talk reader and firearms owner, you need to become familiar with the Posse Comitatus Act that describes how the military and National Guard could be enforcement tools. The Posse Comitatus Act and the Insurrection Act of 1807 define and limit the power of the federal government to use U.S. military troops to enforce the law or federal domestic policy within the borders of the United States.

An article notes key takeaways from the Acts that include:

• The Posse Comitatus Act and the Insurrection Act work in tandem to define and limit circumstances under which U.S. military forces can be deployed on American soil.

• The Posse Comitatus Act prohibits the armed forces from being used to enforce laws within the United States, unless authorized by the Constitution or an act of Congress.

• The Insurrection Act provides an exception to the Posse Comitatus Act, authorizing the president to deploy both the regular U.S. military and the active-duty National Guard in cases of insurrection and rebellion (my emphasis).

• The Insurrection Act can empower the president to bypass Congress in deploying the regular military on American soil.

• While the rights to assemble and protest are granted by the First Amendment, they can be limited or suspended when such protests endanger property or human life and safety.

The article reports, “Many legal experts have agreed that the Insurrection Act does empower U.S. presidents to bypass Congress in deploying the regular military on American soil to intervene in cases of civil disobedience.”

Have presidents used the Insurrection Act of 1807 to control domestic incidents? Yes. From 1808 through 1992, presidents have used the act 22 times, including five times by Pres. Lyndon Johnson. If history is any indicator, we again could see this method of dealing with “insurrection” or civil disobedience.

As Joe Biden has promised, “Nothing is off the table.” In cases of insurrection, rebellion or civil disobedience (refusal to comply with firearms confiscation for example), could or would he use standing federal acts to respond and “legally” seize firearms? If you have read Biden’s “Plan to End Gun Violence,” you already know the answer. Jen Dillon’s view most likely echoes O’Rourke’s take on confiscation too. He declared during a September 2019 primary debate: “Hell yes, we’re going to take your AR-15, your AK-47.” Biden and Harris already agree.

Under the Constitution, is ownership of a firearm a “crime?” With the Harris-Biden perspective to remove firearms from citizens, yes, it probably is or will be, but so far the US. Supreme Court does not want to throw out the Second Amendment. Expect Democratic pressure to try that tactic, perhaps with “court packing.”

The times ahead for firearms owners will be treacherous, so do your research and understand the rights you have. Know that confiscation may be “on the table.” If you do not have knowledge and facts to guide your decisions about firearms possession, you will be unable to stay safe, be prepared, and to exercise your powers and rights under the Constitution.

JLPFI recommends the BEST way for you to prepare is to stay in the know and TRAIN HARD!

JLPFI encourages each and every client to take our drills home and hammer out a regimen of dry fire practice! You don't need ammunition to complete muscle memory programming. The requirement is that you understand the benefits of each fundamental- stance, grip, sight alignment, breathing and trigger press in order to work through the presentation and delivery with each dry fire shot. If you own a older weapon and are concerned about dry firing your firearm, you can purchase snap caps (AZOOM) that are inert cartridges that can be used to complete your dry fire practice without damaging your weapon.

Drills JLPFI recommends are exactly what we teach each and every client: Please make sure to observe ALL SAFETY RULES when dry fire training! Remember- IT IS ALWAYS LOADED! Make sure it is NOT loaded when doing these drills!

The OSS drill: ONE SHOT STOP

This drill requires high ready extension and a aim small/miss small target. Many of you are familiar with the dot torture target JLPFI uses at the 3 yard line. The target consists of 10 2" circle targets that are numbered 1-10. The challenges include front sight focus, trigger finger coordination as you extend the weapon to full extension and ultimately a smooth trigger press before your arms go into a fully locked forward extension. This drill demands that all fundamentals are working together and that you remain determined not to focus on the target, but the FRONT SIGHT of your weapon to deliver that ONE SHOT STOP.

Another essential drill is to simulate and complete an emergency reload of your semi-auto pistol. This requires 2 magazines. One empty and one with a snap cap. The empty magazine is inserted into the weapon. Retract the slide rearward to lock on the empty magazine follower. From this position you flow through the motions of grasping the 2nd magazine from your pocket or mag carrier which should be positioned upside down and bullets forward. You guide that magazine up to the magport of your weapon, depress the magazine release to release the empty magazine, and immediately insert the magazine with the snap cap into the magport. Your choice of how you will release the slide forward could be by using the slide stop (release), slingshotting the slide forward or overhanding to release the slide forward.

These are just 2 of many, many drills that you can access to learn your weapon and know how to stay in the fight!

In the end, if we must defend ourselves, we all hope for a one shot stop. If we experience multiple threats, wouldn't it be nice to know how to properly replenish your ammunition in a depleted, slide locked weapon?

New Gun Owners Seek Training!

JLPFI would like to express our appreciation for Cal Fire and all agencies that have taken on the Creek Fire. The devastation sadly affected some of our clients and we wish them the best through this tough time. Historic landmarks and homes were lost, but lives were spared and life goes on! The reports of looting are alarming as the evacuation orders have been lifted in some areas. The evil lurks around us. Stay aware, stay armed, stay alive!

CCW Jurisdictional Updates:

Fresno County Sheriffs office is now booking initial CCW applicant interviews into March of 2021! Fresno County is encouraging anyone seeking to apply for a CCW to complete their training and apply online to get in line for an interview.

Madera County residents are able to apply with only a 2-4 week waiting time for an initial CCW interview.

It is your choice! Which one will it be?

JLPFI sees both revolver and semi-autos on the range daily! There is always a great mix of choices from all of our clients and there are some strong opinions on both sides!

The traditional "wheel gun" has always been the historical standard for concealed carry due to its size and ease of use. The Smith and Wesson model 36 5-shot revolver was one of Smith & Wesson's best selling firearms for many years. Double/single action revolvers evolved into a hammerless version along the way to prevent snags of clothing when drawing the weapon. The hammerless .38 special has become very popular and is a great choice for someone who has the strength to initiate the trigger properly to dismiss the movement of the muzzle before firing! JLPFI has witnessed several clients struggle with the double action pull of a revolver trigger because of the distal joint strength of the trigger finger can be depleted quickly in a training session! Under a life threatening situation, many double action revolver owners believe that their adrenaline will carry them through the harsh pull of the trigger and that they will win the fight! JLPFI accepts that scenario and adds that unless there is a regular regimen of dry fire training and live fire practice, a one shot stop may turn into a 5 shot mess!

Revolvers are extremely reliable and do not have a manual safety. They are easy to conceal, yet they can be difficult to draw and deliver accuracy in a stressful situation. It is important to remember the the cylinder MUST be tangibly locked into the frame for a revolver to function. Most people that own revolvers bought the weapon because the revolver cannot "jam". JLPFI warns all revolver owners that YES, your revolver can fail. The cylinder might not be locked into the frame or the bad guy in the imminent assault against you sees the weapon and grabs the body of the weapon entrapping the cylinder from rotating as you attempt to fire.

The message remains clear - WIN THE FIGHT and always know the condition of your weapon and react accordingly under stress!

Those that choose the semi-auto pistol over a revolver usually argue it will accommodate more ammunition, it delivers better accuracy, has a manual safety option and is still easily concealable. Your choice of a semi-auto handgun include a striker fired weapon like a Glock or Smith and Wesson Shield or Springfield Armory XD. You also might choose a 1911 design that is single action and requires that the hammer is cocked and locked. Others may also choose a double/single action semi-auto such as a Beretta, Heckler and Koch or Sig Sauer that has a hammer and a manual safety decocker. No matter which semi-auto handgun you choose, JLPFI reminds owners the importance of attending another training session to discover the intricate details of that particular weapon and the training challenges that come alive during the stress of safety lever manipulation, magazine changes, malfunctions and emergency reloading procedures.

The advantages to a semi-auto handgun over a revolver are only advantages if the owner learns them from professional instruction. Instruction manuals and You Tube only provide the warnings and questionable operation advice. (You Tube) JLPFI recommends that you own a few revolvers and a few semi-autos and come train with us!

At the end of the day, your muscle memory training will carry you through what you must do if you are forced to protect yourself! Stay safe and we hope to hear from you soon!

Where will you turn to when your life is on the line?

JLPFI continues to monitor the progression of a rapidly changing environment around us. How do you manage the cycle of life when risks of death are so great on so many levels? It's best that each of you turn and face those troubles by taking good care of yourself and making sure that you are preparing for the unexpected by keeping yourselves armed with good health and a reliable abundance of defenses. As we navigate our daily tasks, be reminded that we need to stay aware of our environment and move on when we sense threats lurking around us. The days ahead are very unpredictable as we enter into the election of 2020. Who you trust during this time will be very important. Will it be our government leaders, our local leaders, our law enforcement across the nation to keep the peace, or will it be YOU? The old adage "when things get tough, the tough get going" should be your lifeline of protection to remain vigilant in your awareness, your connection to those you trust, and to avoid those unknown contacts that will attack when you least expect it. Let us all do our part to turn this whole situation around and stare death down with the tools that all humans are provided with. Our senses will see us through this continuing crisis as long as we focus on the end goal of happiness. Is your mask enough protection? Is your unemployment check enough protection? Is your trust in the 911 system enough protection? Is your life in jeopardy trusting what you see in the media?

New Shooter Confidence is UP in July!

July was an extraordinary month for JLPFI instructing just as many first and second time shooters than CCW applicants or CCW renewals! Behold the first shot from a clients Kimber K6S .357 revolver at a 7 yard distance above! This shot was taken only after JLPFI introduced the entire protocol of safe handling, nomenclature explanation, review of fundamentals and dry fire warm up that is usually a guaranteed recipe for success for any new firearms owner to build the confidence needed! The smiles were endless this month among many clients shooting for the very first time. JLPFI hosted a private corporate event of 9 new shooters who were able to fire a variety of weapons over the course of two hours! Every weapon used was a new adventure to discover the characteristics of each weapon and how the fit, actuation of the action and recoil of the weapon can ultimately determine ones decision for purchasing down the road! A big thank you to each and every NEW SHOOTER in July for your courage to take that big step of getting through the first shot and moving on into the journey of safe ownership of your weapons!

Jurisdictional updates :

New applicants of CCW's statewide are on the rise increasing processing times across all jurisdictions. Those who are renewing CCW's should have a standard processing time of less than 2 weeks.

Fresno County CCW unit: Bob Moore, the CCW coordinator of the unit recently announced that the office is only able to conduct 7 new applicant interviews a day. Therefore, any new applicant that submits an online application after their 8 hour course will be booking their interview with the CCW unit about 3-4 months out! There might be a chance to put yourself on a cancellation list, but most applicants are keeping those appointments, so don't hesitate informing friends and family to sign up for a class soon and schedule an interview before the end of 2020!

JLPFI is now authorized to instruct CCW courses for Mariposa County Sheriffs Department. Please inform any Mariposa residents to call us and schedule their 8 hour initial CCW course or 4 hour renewal course!

Merced County recently announced that residents of Merced County must first schedule an interview to apply for a CCW. The current wait time for an interview in Merced County is out to December!

Why are the gun shelves so bare?

More than 2.39M guns sold in June nationwide!

All the handguns and personal defense shotguns that once sat so long the gun shelves have now become the personal property of a first time gun owner or additional inventory of the traditional firearms enthusiast. The discoveries of what it takes to just make a purchase of a firearm in California are overwhelming to most. JLPFI respectfully acknowledges all federal firearms licenses dealers across this state that must take time to explain to each new potential owner all of the intricate details involved with purchasing a firearm.

California has incrementally invented laws to make purchasing a firearm a very costly and time consuming event!

JLPFI believes there should be an educational campaign to align potential firearms purchasers with what all is required to relieve the employees of federal firearm licensed dealers from endless minutes of explanation. The sales force of any California firearms dealer has a multi-faceted responsibility to guide each new owner from start to finish on the protocols of choosing the right weapon, administering a Firearm Safety Test and issuing a Firearm Safety Certificate, requesting additional documentation that must all have matching addresses including a California Drivers License or ID. In addition the purchaser must provide proof of residency with 2 documents such as a vehicle registration or utility bill. Then the new owner must demonstrate how to properly handle, load with a dummy round and unload the weapon they just purchased. Once all these requirements are satisfied, the California 10 day waiting period begins which lately could be up to 30 days for the Department of Justice to determine a persons eligibility to possess a firearm.

Then there are the fees. A fee to take a test. A fee to complete a background check. And now an extra fee to complete a background check on the ammunition one is purchasing.

In summary, JLPFI salutes you the customer and the firearms dealer you choose, to carry out the lawful transfer of that weapon. Then the real journey begins of responsible firearm ownership. Are you ready to defend when the police won't be there?

Times are rapidly changing all around us. A tragic wrongful death sparked the next wave of uncertainty for the entire nation. As if the Covid 19 virus just faded away from the media focus and now an unprecedented level of violence has streamed across our country. JLPFI has communicated our concerns to all of our clients that the loss of respect of peace officers due to a handful of those in a position of law enforcement....crossed the line and painted a broad stroke picture that all cops are abusive and insensitive to our rights. JLPFI believes quite the contrary and with our nations peace in the balance, we need to back the blue and support them anyway we can. Our local community is blessed with the professional officers of Fresno PD and the Fresno Sheriffs department, yet they are overwhelmed by the daily risk levels they encounter in our city and county.

It is simply amazing the difference 30 days can make between these newsletters. Over the past month, JLPFI has experienced contact with many individuals that have never owned a weapon, yet the news of violence has motivated a level of fear among those that would never before consider owning a firearm. This "wake up" call to those who depend on 911 has changed the perception to once was "the cops will come" to "we are now on our own". Another interesting report from clients with CCW's is that they are carrying more often than ever before! We are in for an interesting future of daily random acts of violence and human turmoil generated from peaceful to violent protests. We hope it's just a nightmare, when we hear of our jails releasing high risk felons under the zero bond bail plan California recently enacted. The reality is that each of you can negate your risk and keep that firearm within arms reach! JLPFI is not fear-mongering, yet reminding each of you that your safety depends on you and your family unit to remain 100% aware of your daily surroundings and prepare your defense plan before it is too late.

Please be mindful of your ability to use force for your own lawful self-defense. The California Rifle and Pistol Association recently published an information bulletin that clearly defines our use of deadly force. All JLPFI clients will be receiving a copy of this bulletin for both an initial CCW or renewal course.

Jurisdictional Updates:

Madera Sheriff, Jay Varney has announced stepping down from his position as sheriff to pursue an administrative position with Madera county. Varney’s pick as his successor, Undersheriff Tyson Pogue, is expected to become Madera County’s new sheriff after getting the thumbs up from supervisors at their June 2 meeting. Madera will continue to accept new CCW applications and CCW renewal certificates as always.

JLPFI has an ever-evolving training program that will challenge each individual to know all the conditions of their weapon. Our popular table drills test each individual to become familiarized with all the possibilities of how the weapon might be stored. Without fail, our goal is to ALWAYS treat it as if it is LOADED!

These conditions exist as options for all gun owners to decide their mode of operation.

JLPFI suggests to never waiver from your primary weapon condition. Know it, practice it and live by it! Our courses involve mag tugs and press checks to insure that we have a loaded status. The day you bypass these protocols might be your last day on earth.

Is the chamber loaded? Is the safety on? Is the magazine seated properly? Is the slide locked into battery? How is your trigger configured? Do you trust that chamber indicator? (Don't!)

The answers to all these questions are completely dependent on you, the owner and operator of the weapon to verify what condition your firearm is in.

The following conditions are applicable with all semi-auto platforms, keeping in mind if you own a striker fired weapon such as a Glock, Smith & Wesson Shield or Springfield XD, there is obviously no hammer.

Condition 4: Chamber empty, empty magazine, hammer down.

Condition 3: Chamber empty, full magazine in place, hammer down.

Condition 2: A round chambered, full magazine in place, hammer down.

Condition 1: A round chambered, full magazine in place, hammer cocked, safety on.

After reviewing these conditions, keeping safe storage in mind if children are present:

Condition 4 is worthless for your defense.

Condition 3 aka "Israeli Carry" is only as good as you are racking the slide in your presentation to the threat.

Condition 2 and 1 abide by the #1 rule of firearm safety - Treat it as if it's ALWAYS LOADED.

Condition 2 and 1 are recommended for your safe, confident status with the appropriate holster in place!

The bottom line here is your weapon condition is your lifeline. Define it and live by it!

Reflections of the trainer......

JLPFI would like to take this opportunity to thank each and every person that has shared the range with us in a training event! This is our 3rd year of business and we encountered a record number of clients in May! Our courses have challenged beginners, those who possess a basic skill level and those who have excelled to a level of confidence that leaves no room for error. We seek to define accountability with safe operation, swift and accurate delivery to the target that may someday be a potential threat. The above picture speaks volumes at the end of the trainers day. A time to reflect on each and every discovery from each one on the firing line that has completed their mission. MAYDAY PROTOCOLS - Don't Panic!

Managing unknowns: It is strictly up to YOU!

JLPFI would like to kick off May presenting an appropriate subject considering our current world circumstances! Mr. Hans Selye discovered the General Adaptation Syndrome in 1936 which is broken into 3 stages. The first stage of this syndrome is The Alarm Reaction Stage. The alarm reaction stage refers to the initial symptoms the body experiences when under stress. You may be familiar with the “fight-or-flight” response, which is a physiological response to stress. This natural reaction prepares you to either flee or protect yourself in dangerous situations. Your heart rate increases, your adrenal gland releases cortisol (a stress hormone), and you receive a boost of adrenaline, which increases energy. This fight-or-flight response occurs in the alarm reaction stage.

JLPFI recognizes the significance of the Alarm Reaction Stage and offsets its full effects with professional training! When the going gets tough.....the tough get going! Our goal in training your defensive mindset is to convert your conscious to your subconscious through repetitive muscle memory programming. The outcome is a fluid motion of dynamic muscle memory that delivers fast and accurate results!

2. Resistance stage

After the initial shock of a stressful event and having a fight-or-flight response, the body begins to repair itself. It releases a lower amount of cortisol, and your heart rate and blood pressure begin to normalize. Although your body enters this recovery phase, it remains on high alert for a while. If you overcome stress and the situation is no longer an issue, your body continues to repair itself until your hormone levels, heart rate, and blood pressure reach a pre-stress state.

Some stressful situations continue for extended periods of time. If you don’t resolve the stress and your body remains on high alert, it eventually adapts and learns how to live with a higher stress level. In this stage, the body goes through changes that you’re unaware of in an attempt to cope with stress.

Your body continues to secrete the stress hormone and your blood pressure remains elevated. You may think you’re managing stress well, but your body’s physical response tells a different story. If the resistance stage continues for too long of a period without pauses to offset the effects of stress, this can lead to the exhaustion stage.

Signs of the resistance stage include: irritability, frustration and poor concentration

JLPFI implements a combat mindset that overrides the resistance stage by completing missions of multiple threat awareness training and maintaining a high alert level by utilizing gross motor skills to accomplish safe firearm actuation.

3. Exhaustion stage

This stage is the result of prolonged or chronic stress. Struggling with stress for long periods can drain your physical, emotional, and mental resources to the point where your body no longer has strength to fight stress. You may give up or feel your situation is hopeless.

Signs of exhaustion include: fatigue, burnout, depression, anxiety and decreased stress tolerance.

The physical effects of this stage also weaken your immune system and put you at risk for stress-related illnesses.

When does general adaptation syndrome occur?

GAS can occur with any type of stress.

Stressful events can include: a job loss, medical problems, financial troubles, family breakdown

trauma

But while stress is unpleasant, the upside is that GAS improves how your body responds to stressors, particularly in the alarm stage.

The fight-or-flight response that occurs in the alarm stage is for your protection. A higher hormone level during this stage benefits you. It gives you more energy and improves your concentration so you can focus and tackle the situation. When stress is short-term or short-lived, the alarm stage isn’t harmful.

This isn’t the case with prolonged stress. The longer you deal with stress, the more harmful it is to your health. You also don’t want to remain in the resistance stage for too long and risk entering the exhaustion stage. Once you’re in the exhaustion stage, prolonged stress raises the risk for chronic high blood pressure, stroke, heart disease, and depression. You also have a higher risk for infections and cancer due to a weaker immune system.

JLPFI can relate with every single person who experiences the exhaustion stage and encourages interval training that are short 2 hour intense training sessions that demand both intellectual agility and physical ability. Exhaustion is inevitable especially with environmental factors of heat, polluted air, stressors of instructor demands and multiple clients training at the same time.

In summary, many of you have been greatly affected by Covid 19 and the stressful events surrounding this time in history. JLPFI encourages each and every one to stay the course and use all of your self defense mechanisms to manage the unknowns ahead! And make sure to remember fundamental #4 of shooting:

BREATHE. Oxygen is our stress reducer. Enrich your training experience, prepare for the Alarm Response of your own body and BREATHE!

What's in your PPE mix? (Personal Protection Equipment)

Under normal circumstances, each day comes and it is your choice of the things you will have on your person before you head out the door. The above picture covers many of the basics including your personal carry firearm, fitted kydex holster, extra magazine pouch, edc knife, personal high lumen flashlight, tactical pen, first aid kit, wallet and sunglasses. Yes, the cell phone and watch are present too, but are 2 of the biggest distractions because they require your eyes to lock onto them and compromise your awareness. JLPFI encourages the carry of all of these components, installed and maintained in those personal places that you have full control of. Some may say that there are too many items to keep track of, but each has its own function and supplies you endless opportunities of safety and defense. Some may also say there are some items missing including an N95 mask and nitrile gloves. Sure those items are now part of the essentials package, just be careful making those bank deposits with gloves and a mask on!

Don't forget those less than lethal options too such as Sabre Pepper Gel or a Sabre Stun Gun for those moments when the cell phone should be stashed, your head is up and those products are in hand as you navigate your journey away from your home or vehicle.

JLPFI APRIL HIGHLIGHTS & WHAT IS AHEAD!

JLPFI was blessed with an abundance of new CCW applicants in April thanks to those who referred them our way. We also had the pleasure of completing CCW renewals for our prior Herb Bauer clients and many other first time renewal clients. Members of JLPFI enjoyed a great month of taking it to the next level on the range with the use of multiple magazines and literally hundreds of rounds! Every range outing was one to remember and JLPFI thanks Sun Mountain Gun Club for hosting so many of our courses!

Our last newsletter reflected the uncertainty of how severe Covid 19 would affect us all whether we contract it, lose our livelihood, shelter in place or continue on like nothing ever happened. The demand for firearms and ammunition is at an all time high and the California Department of Justice is taking longer than 10 days to determine a purchasers eligibility of possession. God bless all our local gun shops including Turner's Outdoorsman and Halfcocked Gunsmithing for hanging in there with social distancing practices and servicing each and every customer that sometimes stands in line for hours, just to find out their background check is not yet approved by the CA. DOJ!

On April 23rd, US District Court Judge, Honorable Roger Benitez, granted a preliminary injunction blocking California's Ammo Background Check Law! This injunction immediately allowed all firearms dealers in California and online distributors of ammunition to ship ammo to your front door and start selling ammunition "over the counter" to any and all customers of California without the hassle and cost of a background check.

Within 24 hours of the injunction, a stay was requested by Attorney General Becerra to Judge Roger Benitez who refused to accept the stay.

Attorney General Becerra then request of an emergency stay to the 9th court of appeals which was granted at 9:54pm on April 24th!

Now we are status quo on redundant, expensive and time consuming background checks to purchase ammunition, all the while criminals steal and import their ammunition to commit crimes.

Here is the light at the end of the tunnel. A statement from Chuck Michel, president of the California Rifle and Pistol Association." CRPA continues to fight for your rights in the up and down world of litigation. Last week we all celebrated a huge victory in the Rhode v. Becerra case with the issuance of a preliminary injunction that would put an end to the restrictions on ammo purchases in California. Shortly thereafter, the state appealed to the Ninth Circuit which granted the state an administrative stay. But this is NOT where the story ends. An administrative stay is unique in that it basically means the court wasn't sure how to rule on the emergency request to stay the injunction. With that being the case, our legal team is planning to file a motion to vacate that administrative stay and dismiss the request to do away with our injunction . Much more to come on this so stay tuned as news breaks."

CCW Jurisdictional Updates

Fresno, Madera and all surrounding counties are still accepting initial CCW applications, although the processing times will be delayed due to Covid-19 protocols of decreased staffing of all agencies. CCW renewals continue to be processed and all agencies recommend taking your CCW renewal course(4 hours) 30-60 days prior to your current CCW expiration.

Your world is changing ready or not! Weather the storm in confidence and faith!

JLPFI welcomes each of you to a far different "normal" than any of us are used to. These times of global uncertainty bring a wake-up call to all of us to always be prepared!

No one can predict when this storm will be over and we have important choices to make on many levels. Our human nature is to keep connected, though we are forced to stay apart. JLPFI has always instructed those that conceal carry to "keep their distance" from unknown contacts. Social distancing is a common place for us to be aware and never let our personal space be invaded. Our personal motivation should be to assess every day that has passed in our lives and embrace our existence for the days ahead. All of us are questioning how long this will carry on and the balance beam of health and economic recovery hangs in the balance. Obviously the longer our country is shut down and panic sets in, the social unrest may surely follow.

The breaking news is that the Trump administration just declared the firearms, ammunition and ranges across the country are ESSENTIAL to the safety of all citizens of the United States. Our home range, Sun Mountain Gun Club is currently open for business and offers individual pistol shooting bays for your safety. If you choose to shelter in place, clear the weapon and entire room of any ammo. Make time to rehearse drawing your weapon from your holster through dry fire practice. Work on magazine seating, emergency reloads and magazine changes with your eyes closed or the lights off. Know how to operate your weapon by feel.

The challenge is to eliminate the "pause" in your personal defense. Commit to EDC- Everyday Carry!

JLPFI asks each and every concealed carry client how often they are actually carrying their weapon. The honest answer is that many choose not to carry due to the hassle of gun free zones they must visit on a daily basis including many places of employment. Many also say they have yet to discover a comfortable way to carry the weapon without the fear of it being seen. Then there are a chosen few that are licensed to conceal carry that have not yet committed to the defensive mindset required to defend if they must or they simply lack the confidence to conceal carry their weapon.

For those of you that have committed to carry as often as you can, JLPFI applauds your efforts and encourages you to keep it up!

For the others who might fall into one of the above categories, please consider these facts:

It is the one day you are not carrying when you will need it the most!

Gun Free Zones are the unfortunate reality of workplaces and so many other places in your daily routine. California keeps adding more zones that we must abide by or choose not to go to these prohibited zones.

Equipment research and trial periods are a real good way for you to find what works best! There is no perfect holster for everyone. Take the time to research your options by going to your local gun shop and test drive the merchandise! Include the mirror check to make sure the weapon is undetectable. Is the City of Fresno Public Safety in Jeopardy?

Fresno City Council will only partially fund new police weapons.

There were angry exchanges at City Hall on Thursday after the Fresno City Council decided to not fully fund new police weapons.

The aging service weapons were being refurbished to try to save money, but they were coming back from the manufacturer defective.

The meeting became heated after several confrontational questions were asked of the police chief.

The council decided to fund one-third of the cost for new guns. Chief Andy Hall will have to come up with the rest of the money in his budget.

Hall explained his message to the Fresno City Council as simply and easily as he could.

"A gun that may fire today may not fire tomorrow. And that's the concern, it'd be like driving a car that may not have brakes tomorrow," he said.

One councilmember asked all the questions.

"Is there currently an emergency? What's the current reality when it comes to service weapons? Do officers have service weapons that don't work on the field now?" asked Fresno City Council President Miguel Arias.

"We have weapons that are beginning to malfunction and they have malfunctioned during range qualifications," Hall answered.

Hall said the police department tried to save money by refurbishing about 900 guns that are at the end of the manufacturer's recommended shelf life. But after several hundred were returned, they had other problems - including firing.

Arias said the city has invested in the police department more than any other city department, shelling out over half of the city's general fund for police staffing, services, and equipment.

"Here we're still trying to get light bulbs replaced after ten years. It's a fair point to say you need more resources and so does everyone else," he said.

The chief was asked everything, from how many new police cars have arrived since the city added $5 million to their budget, to the cost of recent police officer raises.

"With that, I'd like to point out that I'm supportive of - thank you police chief," said Arias during one exchange.

Hall responded: "Council, can I respond to that?"

"No but thank you," replied Arias.

Arias' comments and cutting off the police chief had Fresno Police Officer's Association President Todd Fraizer fuming.

"I stormed out of there, I was so mad," Frazier said.

But Chief Hall didn't sit down. He told the council the police department is reminded every day that money is tight.

"We have carpet that's over 40 years old. We have cars that have hundreds of thousands of miles. We fly 15-year-old helicopters," he said.

Fraizer said the message the council is ultimately sending to officers is that their safety isn't that important.

"We got a problem here and this doesn't sit well or bode well for recruiting and retaining more officers if they know they can't depend on their city to take care of them when they need them."

The total cost of the guns is over $300,000, so city staff must find an additional $217,000 somewhere within the police department.

A close friend and long time instructor, Mr. Joe Moreno, has had some health challenges and referred many of his clients to JLPFI to complete their CCW renewals. Joe is in our thoughts and prayers.

January was also a notable month for clients committing to more time on the range with a JLPFI membership! These 2 hour sessions of training are challenging in many ways to GET FOCUSED! JLPFI provides each client with a written MISSION OF OBJECTIVES. Within 2 hours, you are experiencing a variety of operational commands, required movement and engagement of multiple targets! JLPFI is conducting CCW courses 1-2 times a month at Turners Outdoorsman-Fresno now with a client limit of up to 10 students. Our CCW course discussions at Turner's Outdoorsman-Fresno are scheduled frequently on Friday evenings and the range qualification is done the very next day at Sun Mountain Gun Club in Coarsegold! These courses are offered for both initial and renewal CCW clients.

JLPFI reminds each of you to check your expiration date on your CCW as 2 years can fly by! The Fresno Sheriffs office is generating renewal notices 60 days prior to license holders expiration. JLPFI also generates renewal notices to our clients.

Jurisdictional Updates:

Sheriff Mims recently removed the 4 weapon restriction on Fresno County CCW's! You can now range qualify with as many weapons as you would like on your CCW. Contact JLPFI to schedule a range qualification appointment and add those other favorite weapons you own and would like to conceal carry.

Fresno PD CCW Unit: After serving 26 years as the CCW coordinator of the Fresno PD CCW unit, Mr. Ed Torrez and his assistant Ray Sandoval were released from their official duties on December 31, 2019. JLPFI wants to recognize both of these professionals for providing personable service to all City of Fresno CCW permit holders and wish both of you the best on what lies ahead in your lives. Officer Roland Diaz was named as the new City of Fresno CCW coordinator. The CCW office for Fresno PD has relocated downtown to Fresno Police Annex Headquarters. Any City of Fresno CCW holder should contact Officer Roland Diaz at (559) 621-6562 to schedule a CCW renewal appointment up to one month in advance of the expiration of the CCW.

JLPFI is excited to announce our first informational seminar on how to apply for a CCW. This event will include a guest speaker, Mr. Bob Moore, who is the currrent Fresno County Sheriffs Department CCW coordinator. Mr. Moore will present the online application process for applying for a CCW and answer questions regarding conditions and restrictions of the Fresno County CCW. JLPFI will be presenting a variety of subjects related to concealed carry including weapon recommendations, self defense ammunition and less than lethal products. Firearms Industry News Update!

The annual firearms industry SHOT show just concluded last week in Las Vegas. JLPFI was unable to attend this year although the trends evolving in the concealed carry arena include RED DOT OPTICS! JLPFI has witnessed a steady increase in manufacturer offerings for new concealed carry weapons include this fascinating miniature tv screen as a replacement to the rear sight of your firearm!

How did this come about? For many years, competitive shooters used red dot optics to find the target faster by looking thru the window, acquiring the dot to the intended target and squeezing the trigger! NOW, many firearms companies and customizing shops are offering these optics on concealment firearms. As most of you know, JLPFI has always emphasized you should train to shoot close distances with BOTH EYES OPEN. The red dot optic, also known as a "reflex" sight, is a sure way to deliver a fast accurate shot to your target!

Pictured above is a JLPFI Glock Gen 2 training weapon that was recently converted to a reflex red dot sight. The slide was sent to DP Customs for a slide cut and a Vortex Venom red dot was attached to complete the project. This enhancement has truly made this weapon an incredibly accurate and fast target eliminator!

The only bad news is that all the new weapons introduced with these red dot optics will never make it into California until the micro-stamping law and DOJ roster of firearms is overturned in the higher courts. The good news is if any of you have interest in converting your current CCW weapon to accommodate a red dot optic, you can certainly send your slide to a reputable gunsmithing facility such as DP customs, and have your slide machined to exact tolerances of the red dot sight you choose. Reflex dot manufacturers include Trijicon, Vortex, Holosun and many others. Book a course with JLPFI and give it a try......you will be impressed!

A New Year for a New You! It is here for you to take charge!

JLPFI wishes to share a message of thanks and reflection to each of you to be inspired in the coming year! Our efforts to safely educate and connect with new clients and celebrate reunions with returning clients has been both an honor and a privilege. JLPFI will be celebrating its third year of business in 2020 and the road ahead is one we are all looking forward to! 2019 was incredible with a vast variety of missions completed by JLPFI. Every session of interaction had a common theme of safety, nomenclature and assigned operation, how to overcome potential issues with threats, adopting a combat mindset, programming muscle memory and confidently managing malfunctions with your weapon. No matter what the mission was, JLPFI delivered and proudly connected with many new faces who were inspired by our program. Every opportunity to train in 2019 was generated by a phone call, email or simple text that JLPFI answered and scheduled. Our client base grew from each of you that mentioned how great your experience was with us thru direct contact with a family member or friend or a great Google or Yelp review.

Loaded or Not, it's your choice but know the pros and cons!

Those of you that own a semi-automatic handgun, JLPFI challenges you to define your method of carry! Do you carry or store your weapon with a round in the chamber (Condition #1) or do you choose to carry or store your weapon with a loaded magazine inserted, but no round chambered? (Condition #3 aka Israeli Carry) This subject has been reviewed many times on the range with our clients and a growing number of folks are choosing not to carry a round in the chamber of their weapon. Their reasons are a series of valid concerns regarding the fear of a negligent discharge with the weapon while attempting to draw, store or holster the weapon. Other reasons include that there might not be a manual safety on the weapon, the concern of a threat grabbing the weapon and using it against them or that they have children in their presence and fear that the child will discover and grab the weapon. Storage laws in the home or while transporting your weapon are clearly defined that the weapon should be UNLOADED when not in defensive use. Those of you with children in the home or experience visits from grandchildren or friends with children, must always be on top of your storage protocol.

A local news station used to broadcast "Its almost ten o'clock, do you know where your children are?" JLPFI has always relayed message to responsible gun owners "Its any time of the day or night, do you know where your weapon is?" The right answer should be : IT'S ON YOU! Ready to fire!

JLPFI would now like to produce the positives of always carrying your weapon with a loaded round in the chamber: aka Loaded Chamber Logic by JLPFI

*Rule #1 of Gun Safety is: Treat every weapon as if it is LOADED!

*If it were a revolver you were carrying, you would load every chamber of the cylinder, lock the cylinder into battery and the weapon would be ready to fire!

*The average time of a gunfight is less than 3 seconds- do you have time and rack your slide and fire the defensive round?

*What if you fumble the rack of the slide or the hollow points you chose to carry never were tested in your particular weapon and jammed in your weapon?

With a loaded chamber- you will carry safely, cautiously and confidently.

With a loaded chamber you can produce a lightning speed delivery.

With a loaded chamber you will WIN the fight!

In summary, JLPFI respects the individual decision you have made to carry in condition #1 or condition #3 of your personal defense weapon. Regardless of your method, JLPFI reminds you that you must train the way you plan on defending yourself. No matter what condition, you MUST know the condition of the weapon when that harrowing moment comes, that you can ultimately STOP the attack!

As the new year approaches, JLPFI encourages all patriots of our country to keep up the good fight for our 2nd Amendment. There are so many tainted views of firearm ownership by powerful politicians that are proposing legislation that would eventually effect all law abiding gun owners. There is a growing trend in many states across America to wage war on gun owners in the name of gun violence. Yet none of us good people are producing gun violence, we are still buying guns and ammunition at a very strong pace! Here is a recent excerpt by Tom Gresham of Gun Talk-

2020 - The Year of the Big Gun Fight

You've stuffed the wrapping paper into huge trash bags, somewhat recovered from overeating, but most of us haven't quite yet turned our attention to the new year. We need to, though, because 2020 will be the year of the Big Gun Fight, in many ways, on many fronts, and against new and powerful new forces.

This is your Call To Action. It's also a dire warning.

I hope you have been closely following what's going on in Virginia as more than 100 cities and counties have declared themselves to be "Second Amendment Sanctuaries," and thousands of gun owners have shown up at government meetings to demand this action. This is not organized. It's a true grassroots movement. But it's also a lesson in getting involved early because this "Arab Spring" uprising results from the loss of control the General Assembly and the governor's office to Democrats who have pre-filed bills to not only ban the sale of many guns and magazines, but to actually confiscate guns. They also include all the gun-ban lobby wish list, including "Red Flag" confiscation plans, gun rationing (one gun per month) and others. All of this could have been avoided if gun owners had rallied before the November elections and defeated the gun banners, but they didn't. Now they are fighting a defensive battle, trying to hold onto their rights, rather than pushing forward bills supporting their rights. The governor has issued a veiled threat of using the National Guard against citizens and law enforcement officers Warning to enforce new gun laws. Citizens are forming militias.

Here lies the lesson.

We all have to get off our butts. And our buts. You know what I mean. "Yeah, those people show up to protest, BUT we have jobs." BUT we don't have Bloomberg money behind us. BUT the media is against us. BUT it's a three-hour drive to the capitol. BUT the NRA should be doing this.

Excuses. Excuses for poor performance.

For a brief time, some of the Democratic presidential candidates were dumb enough to public state their goals. ("Hell yes, we're going to take your AR-15, your AK-47..."). Now that Beto, Swalwell and Harris are out, the remaining banners are trying to look "reasonable." They will try to hide their plans to take away your guns and your magazines. You would have to be the village idiot to believe any of this.

Virginians now realize this. My friends in Australia have been telling me this for decades. Get involved early, and often, and loudly, and never give an inch. They will never get back their gun rights. In the United States of America, regaining lost rights is a steep climb.

2020. This fight will spread. It's also the year President Trump faces re-election. He has now put more than 180 judges on federal benches. This is the best defense against efforts to crush your Second Amendment rights. It's imperative that he have four more years and the opportunity to nominate one or two more Supreme Court justices.

I can't make you younger or better looking, but I can promise that you'll feel more energized than you have in a long time once you fully commit to this. I'm offering a new purpose in your life. Once you make it a top priority to work on this every day you'll find a reason to get out of bed, to be excited to take on this project, and you'll find yourself in the midst of some of the finest people ever. Purpose. Everyone needs purpose in his or her life. Can you think of a better cause? Can you think of a more urgent time?

JLPFI says the message is clear that the good people of America will prevail to protect and defend our freedom! You can make a difference by keeping informed through great resources such as the NRA-ILA, The California Rifle and Pistol Association and Gun Owners of California.

Each of these organizations are fighting for us on the legislative level to maintain our 2nd amendment freedoms in California. Lets make 2020 a year to remember by reversing the tainted views of firearm ownership with pro active steps that support our beliefs that an armed law abiding society and our gun rights.....

What is on your Christmas list? Guns, Gear, Training?

JLPFI sends the warmest of greetings to all of our clients and members! November was a tremendously busy training month for both new CCW applicants and CCW renewal applicants. JLPFI assisted 2 different clients in gear preparation and optical sight-in at the range for hunts the clients had booked in California! A gentleman client had great success on a combined quail hunt and a trophy California wild hog hunt. A JLPFI female client got the shot of her lifetime on an exotic Arapawa sheep at a private California ranch as well! Congratulations to both clients for preparing with training from JLPFI before your awesome experiences!

JLPFI hopes all of you experienced a wonderful Thanksgiving and encourages each of you to kick off December with an active concealed carry protocol. There will be some stressful days ahead of getting your shopping done and dealing with an assortment of attitudes on the road and in the malls! The Range - A safe haven for us to train!

JLPFI wishes to thank all October participants of our professional training program. October was a great month of interaction with initial concealed weapons applicants and their eagerness to learn mindset and muscle memory. Each new applicant went the distance with JLPFI to adopt a "No Fear" mindset and utilized the skills taught to connect safe and accurate delivery on targets! A big shout out of thanks to those who completed the 4 hour concealed weapons renewal course as many were encouraged to participate using their everyday carry weapon and draw from the holster! JLPFI incorporates the safest possible training environment with small class sizes to maximize each renewal clients experience of drawing from the holster, engaging multiple targets, movement and reviewing malfunction drills.

JLPFI had documented several new laws that recently passed with Governor Gavin Newsom's signature in October. Although there were over 15 anti-gun bills signed, here is a summary of what you need to know:

AB12 - Extends the duration of California's "gun violence restraining order" law from one year to a period of up to 5 years. Meaning a person could be prohibited from owning and possessing firearms for five years at a time without ever being adjudicated as dangerously mentally ill or convicted of a crime.

AB61 - Expands the list of those eligible to file "gun violence restraining orders" beyond the currently authorized petitioners. which included immediate family members and law enforcement. The new list is expanded to employers, coworkers and employees of secondary or post secondary school that the person has attended in the last 6 months. GVRO's can remove a persons Second Amendment rights, not based on criminal convictions or mental health adjudications, but based on third party allegations, often without due process until weeks after a person's rights have been suspended.

AB1297 - Removes the maximum fee a local authority can charge on the concealed weapons carry permit application.

AB1669 - Raises the fees paid by consumers when purchasing firearms.

This legislation appears nothing more than an effort to put more cost constraints on gun owners to foot the bill for the massive cost pressures the legislature has put on the California Department of Justice in recent years including ammunition background checks and long gun registration.

SB172 - Expands California existing storage laws and includes harsh penalties, such as a 10 year ban on firearm ownership.

JLPFI adamantly opposes these red flag laws and reminds each of you to remain vigilant in our fight to maintain our 2nd Amendment freedoms here in California! Each one of the above laws only penalizes us, the law abiding citizen, and creates a scare tactic of firearms ownership and use that we must not give into! Please join the California Rifle and Pistol Association (CRPA) and donate $ to fight for our rights in Sacramento.

JLPFI often experiences clients that struggle with grip strength and grip slippage. The best grip is what works for YOU!

Here are a few suggestions to help:

Purchase a grip strengthener such as the ProHands Gripmaster or use a hand ball or racquetball to compress daily.

Another option for a better grip on your revolver or semi-auto handgun is to purchase an aftermarket grip. Hogue Grips makes an excellent selection of rubber and G10 material grips for most handguns that will make an exceptional difference in your control of the firearm.

Customizing is a third great option if you have a polymer frame weapon such as a Glock, Smith and Wesson Shield, Kahr or even a Heckler & Koch firearm. This process is called Stippling . Certain custom shops will modify the texture of your grip to an enhanced texture for the best possible grip on your firearm.

A September to Remember from JLPFI

Keeping your training options Diversified!

JLPFI wishes all of our loyal clients and friends a welcome to the Fall season of training. It is the busiest time of year once the weather cools down and outdoor activities become a primary focus. September has been a very eventful month of training including opportunities to train with your semi-auto rifle of choice.

This picture represents a 3 hour course that JLPFI conducted with a client that shot from a free standing position, kneeling and prone position engaging targets from 25-100 yards with a modern sporting rifle. The training included plenty of magazine changes, move and shoot and demands of accuracy with small targets to engage.

JLPFI encourages each of you to bring out any weapon of choice and learn it better by being challenged in a personally tailored training course. The benefits are sustainable skills that can provide confidence in competition or defense!

ADAPTIVE AIRGUN TRAINING FOR OUR VETS :

A WHOLE NEW CHAPTER FOR JLPFI

JLPFI was recently invited to teach an Adaptive Air Gun Clinic to local veterans at Break the Barriers! This was an exciting event that produced a lot of knowledge, challenges and smiles. These awesome veterans all took the challenge of operating German made PCP-pre-pneumatic charged air rifles made by Feinwerkbau and Anschutz. Break the Barriers graciously provided the equipment necessary for JLPFI to conduct this clinic. After a full briefing of safety, fundamentals and tips, these veterans delivered incredible results on their 10 meter 1" targets.

These particular rifles are very technical and adaptable in their design for precision shooting, and each veteran that participated gained a whole new skillset involving shooting both eyes open and relying on deep breathing and proper triggering technique to deliver bullseye's all morning long!

A big thank you to Break the Barriers of Fresno and all the veterans who participated in this event. The summary of discovery was converting disabilities into confident abilities with each veteran.

Training Tips from JLPFI

JLPFI would like to share the Pistol Correction Charts below for some eye opening reasons (pun intended) you may be challenged to knock out the center of your target. These quick analysis charts reveal many common target deviations that come from the exact reasons listed in each segment of the charts. In addition to these reasons, there might just be a need for you to make an appointment with JLPFI to "fine tune" your skill set thru observation and professional firearms instruction!

Once you discover the corrective action necessary, the rewards are endless for your abilities. Then it becomes a matter of increasing your skills to include quick target acquisition, movement and malfunctions of all kinds just to name a few. JLPFI welcomes August as Situational Awareness Month! We cannot afford to Not Pay Attention! Our lives depend on our senses to alert us. Keep your senses sharp and train!

JLPFI asks each of you reading this months publication if you ever find yourself lost in the crowd? Are you ready to stand tall and walk confidently among the many unknowns in life? Are you prepared to defend yourself, your loved one or the innocent if you are forced to?

In light of the growing trends of horrific mass shootings, how do you plan on addressing your own self defense plan? Will you choose to proceed with your life and exit the threshold of your home daily with a plan of action if chaos chooses to find you that day? Will you choose to stay home instead of attending that next public event that you so wanted to attend? Will fear start interfering with your freedoms of life as these national tragedies keep occurring?

Do you believe it is up to our government to do a better job of protecting us in the name of public safety?

You are the one to stand tall in the crowd of folks who choose to be in condition white. (unaware) If you find yourself in a life or death situation, our local, state and federal law enforcement agencies recommend RUN, HIDE, FIGHT if you are tuned in to personal situational awareness.

JLPFI reminds each of you no matter what your personal defense protocol is, have a plan of action and ACT on it!

Your options are endless when you live by a faithful code of awareness. Look and listen, move and defend if you must.

Refuse to be a victim. Survive!

Ultimately train for a day that may never come, but if it does, you will be READY!

JLPFI Reminders for August!

A big THANK YOU to all participants of JLPFI training sessions. July was a very successful month of completing initial CCW applicant and CCW renewal applicant courses. JLPFI members were introduced to shooting steel targets for the first time and what a bonus to hear those bullets impact!

Reminder #1: JLPFI now has online scheduling available from the website for your convenience. All of our course offerings are available with description of course, items needed for the course, cost and scheduling.

Reminder #2: The Fresno Sheriffs office is sending automated notices 60 days prior to your CCW expiration date for you to complete your 4 hour renewal course. JLPFI has the same automated service capability now to contact you far before your CCW is to expire so you don't forget to renew it!

Reminder #3: You need to maintain a regular training schedule. If you choose to head to the range:

Remember to dry fire first, apply all the tips and techniques you retained from your course or courses with JLPFI and have a safe training session.

Reminder #4: Sign up for another course with JLPFI! Whether its rehearsing the basic fundamentals, drawing from a holster, applying advanced maneuvers or malfunction drills, training never ends!

Please refer to the website courses section. You will NEVER get lost in the crowd of multiple students being subjected to standardized scripts and range qualifications when you attend a JLPFI course!

Observations on the daily range motivated JLPFI to construct a blog with a subtle reminder regarding your obligation as the quality control specialist for both your mindset and your weapon !

Quality Control for your mindset!

First- your mindset. Safety is always our goal, our safe handling of our weapon and verifying the assured operation of our defense is the mission. Beyond distractions all around us, whether on the range or in our everyday carry mode, we must control our mindset. JLPFI acknowledges and teaches the late great Colonel Jeff Coopers Color Code of Awareness:

WHITE : We are oblivious to our surroundings and will become an easy victim

YELLOW : Our constant vigilant awareness is ON in a 360 degree environment from the moment we wake up, until the moment we go back to sleep.

ORANGE : Our personal awareness radar narrows on a possible threat in which we MOVE to minimize our exposure and strive for an avenue of retreat.

RED : An obvious threat exists and the spatial distance of that threat is closing fast and we are to react with the authority of our VOICE. We are to be prepared to repel boarders if the threat should push the incident thus far and expect our vision to greatly narrow under the intensity of spike in adrenaline and pulse. Again as in ORANGE, our main obligation is to MOVE and find COVER. Remember in color RED you must be fully prepared to defend yourself. DO NOT HESITATE!

BLACK - The line has been crossed and you have exhausted all other levels of defense available to you. The FINAL decision has to be the firing stroke of your weapon. This color code commits fully to STAYING IN THE FIGHT!

JLPFI would like to add to this awareness protocol with all of the QUALITY CONTROL reminders of defensive mindset:

COMMIT TO TRAINING TO PREPARE
ALWAYS KNOW THE CONDITION AND LOCATION OF YOUR WEAPON
DO NOT FREEZE IN FEAR
DO NOT ALLOW DISTRACTIONS
ALWAYS KNOW THERE COULD BE MORE THAN 1 THREAT
AVOID COLLATERAL DAMAGE AT ALL COSTS
COMMIT TO TRAINING TO PREPARE
(REPEAT)

Quality Control for you to identify with your weapon!

Manufacturers of firearms comply with quality control standards by use of precision machinery and expert employees. By the time the weapon makes it into your possession, the weapon has passed additional California state standards of manufacturing including drop testing and malfunction testing.

JLPFI highly recommends that you READ the instruction manual with all of the multiple red flag warnings of how dangerous operating a weapon can be!

The following are all examples are typical daily occurrences on the range with JLPFI:

Revolvers:

The trigger fails to actuate - Action: Make sure the cylinder is locked into the frame. Avoid the FTLIB - Failure to lock into battery.
The weapon fails to fire - Action: Identify if it's an empty chamber, defective ammunition or a failure to fire produced from a modification made to lighten the trigger. This is also known as a "light primer strike".
IN DEFENSE with a revolver: As pictured, if the bad guy grabs your cylinder and frame, you have no way to defend yourself! Keep the distance!

Semi- Auto Handguns:

There are numerous quality control factors with a semi-auto handgun!
Operational quality control involves the following reminders:
To negate a failure to feed:

SEAT the magazine(not clip) firmly into the mag-port and tug on the magazine to make sure it seated!

To always verify the chamber status:

Press-check the slide to (pull the slide slightly rearward after charging a round into the chamber) identify that there is a round in the chamber!

To always clear the weapon:

Slide lock the slide- apply upward pressure to the slide lock (release) after you have retracted your slide fully rearward to LOCK the slide open- to visually and physically inspect the chamber.

To always keep your wrists FIRM:

Avoid a STOVEPIPE : Always maintain adequate pressure in your grip to negate the recoil guide assembly from not fully compressing and retracting. Limp wristing your weapon will cause it to jam. (as pictured)

To always be aware this malfunction is a reality in any semi-auto weapon:

Avoid a Double Feed : This situation is very serious and it involves a live round in your seated magazine up against a spent round in your chamber!
If this malfunction occurs, you better find cover or have a backup. Attend a JLPFI course for the corrective action sequence! (as pictured with orange dummy rounds)

And finally, when your slide fails to lock on your EMPTY magazine:

You are over-pressurizing your grip. Lighten up!
You are under-pressurizing your grip. Firm it up!
You are resting your shooting or support thumb on top of the slide lock button and not allowing it to function to lock on the follower of your empty magazine. Assure your thumbs are not connected to the slide lock button when operating your weapon!

Red Flag Quality Control - a whole other factor!

These are examples of defective ammunition malfunctions that you must be aware of:

Misfire- Primer failure to detonate- ammunition was contaminated or aged.
Hangfire- Delayed ignition of the primer- the loss of primer integrity from exposure to moisture or other contaminants.
Squib Load: Factory or reloaded ammunition that is missing gunpowder! JLPFI enforces recognition of recoil and noise each time you fire a weapon. If you encounter a squib load, the primer will have enough pressure to lodge the bullet into the breech of the barrel. If you attempt to fire again, there could be catastrophic consequences!

Ultimately, quality control is your responsibility with both mindset and safe operation of your weapon. Failure to recognize the importance of quality control can cause serious injury or your life! Remain responsible in the maintenance of your carry weapons and always seek professional instruction and expert advice from a gunsmith if you are not sure how to fix it! Be safe and always use your own standard of quality control !

Welcome Patriots Ready to Train!

JLPFI would like to wish each of our loyal clients a very Happy 4th of July this week! June was another spectacular training month filled with several CCW renewal clients. Our new CCW applicants from Fresno and Madera county experienced a segmented 8 hour course packed with everyday carry mindset and muscle memory range training! Membership training continued with assigned missions for each member session to perpetuate their performance, abilities and confidence. Our new shooter orientations included a recent college graduate that received a JLPFI course as a gift for her birthday! She gained an appreciation for safe handling, nomenclature and operation of both a revolver and a semi-auto handgun.

A BIG THANK YOU to Eastside Fresno Rotary for an invitation to inform members about how to apply for a CCW and we also provided a full legislative update regarding gun and ammunition laws in California. July 1 is here and so is the new ammunition law for California residents to purchase ammo. Many like minded individuals stockpiled their ammunition ahead of today. The final California DOJ regulation was approved by the office of administrative law on June 24th. The "extra" requirement that was added in to emergency legislation is the requirement to produce a Real ID, Certified birth certificate or passport to purchase ammunition from any ammunition vendor. This new law requires any California resident seeking to purchase ammo to provide their name, address, telephone number and the system also records the specific ammunition you are purchasing and the amount you buy. Each transaction will cost $1 if you are a current registered gun owner in the Automated Firearms System database. If you are denied your purchase, you may request a $19 background check by the ammunition vendor that may take up to 1 month to determine your eligibility to possess ammunition. It is against the law to import any ammunition into California.

JLPFI has sounded off to the Department of Justice of California stating that this law will not stop criminals from possessing ammunition nor will it reduce crime. Evidently, Sheriff Mims 100% agrees!
"Unfortunately who it effects is law-abiding citizens and that flies in the face of our constitution and our Second Amendment rights," said Fresno County Sheriff Margaret Mims.

Mims says the new law does little to address illegal activity while it unfairly targets those who already follow the law.
"Right now in Fresno County we got about 16,000 concealed weapons holders...these are law-abiding citizens who are now going to be required to pay that tax, show their ID and unfortunately the people who should be controlled are the criminals and they have access to anything they want," she said.

JLPFI wishes to thank all involved in making May a very busy month! We shared many training days on a variety of ranges. All participants submitted positive feedback through assessing their personal target results! JLPFI welcomed several new CCW applicants and new referral clients that were renewing their CCW's. May brought some interesting weather challenges that were all adapted to by each client staying focused on the missions provided by JLPFI!

June is inevitably going to heat up and remain a busy month for many to continue renewing CCW's and for new applicants to complete their 8 hour training requirement. Summer Every Day Carry can be a bit more challenging when we are transitioning to a light wardrobe. JLPFI is looking back at April and anticipating MAY!

JLPFI wants to thank all involved in the many exciting events of April that included a personal safety presentation to the Madera Sunrise Rotary Club! A big thank you to Danny Riley of Rileys Brewing Co. for the invite and introduction to a great club including the district attorney of Madera, Sally Moreno!
The April training venue was outstanding with a variety of initial CCW applicants, loyal CCW renewals and a few new shooter orientations taking the first shots out of a firearm! JLPFI memberships are gaining popularity as we have initiated our membership commitments for monthly training! The benefits of membership are continual, progressive and documented objectives of each training session that will elevate your level of mindset and muscle memory beyond your imagination. For those of you that might be concerned with the demands of the course, be assured that JLPFI will accommodate each and every concern that you express before, during and after each session. JLPFI will leave no room for doubt in your ability to perform under subtle to moderate stress.

In the news..... On March 29, Judge Roger Benitez published a fiery opinion finding that California’s ban on high-capacity magazines violated Californians’ Second Amendment right to own firearms. There was a solid week of high capacity magazine sales to California until the same judge was requested by the California Department of Justice to announce a STAY of this court order on Friday April 5th at 5pm. There were literally thousands of magazines that hold over 10 rounds of ammunition that flooded into the state during this time. It was referred to as the "Window of Freedom" for California gun owners, and will go down in history as an amazing victory for 2nd amendment rights. JLPFI has always been a fan of standard capacity magazines which are magazines that hold more than 10 rounds of ammunition. JLPFI also recognizes that if a law limits a law abiding citizen with only a certain amount of rounds of ammunition, this restriction might result in a tragedy for the homeowner or CCW holder who might just need those extra rounds to protect themselves. The Fresno Sheriffs office recently announced the following statement with regards to CCW holders: The Fresno County Sheriff’s Office policy is that CCW permit holders are authorized to carry any handgun magazine that is currently permitted by law. It is the responsibility of the CCW permit holder to be in compliance with current laws and regulations with an understanding that laws are continually changing due to ongoing court decisions.

The California legislature is attempting to reform the police "Use of Force Protocols" with the introduction of AB 392 aka The California Act to Save Lives. This bill was co-authored by Assemblywoman Shirley Weber to prevent "unnecessary deaths" by "clarifying law enforcement's obligations." Weber's team said the legislation would push officers to rely on de-escalation techniques like verbal persuasion and crisis intervention methods instead of lethal force.
Julie Robertson is a Sacramento Sheriff deputy who survived a split second encounter in which she was shot and her partner was killed. Deputy Robertson along with most of California law enforcement agencies agree that AB-392 will endanger the lives of officers and those they are trying to protect. Robertson stated that "AB 392 takes a punitive approach that turns cops into criminals while eroding our fundamental right to defend ourselves." She further stated" AB 392 pretends to be about reforming the system yet instead what it really does is ask officers to protect the public with both hands tied behind their backs."

Senate Bill 230, which is supported by law enforcement agencies, focuses on policies and de-escalation training instead of redefining when officers can resort to use of force.

A committee hearing date for SB 230 has not been scheduled. Please stay tuned for this important information but also know that YOU are your first line of defense. If the police can no longer use deadly force to save YOU, who is going to save YOU! You will!

This months Honorable Mention: JLPFI has completed the mission to become a Utah Concealed Firearms Certified Instructor! We will soon offer this 4 hour course for anyone who currently has their California concealed weapons permit. The completion of this course will allow you to apply for your Utah CCW and gain reciprocity(acceptance to carry) in other states that do not currently honor California's CCW. There is no shooting requirement for this course and JLPFI would suggest for any current California CCW holder that travels, to take this course from JLPFI to extend your carry privileges to the states you plan on travelling to! Here is a time line of events from JLPFI during the month of March!

This is the remnants of an advanced handgun/defensive shotgun course. Behold the Belgium made 5.7x28 semi-auto pistol! A polymer slide and frame in a full size, lightweight configuration capable of producing 2000 feet per second in velocity from its 4.5" barrel with a 40 gr. bullet! This is one great weapon. Light recoil, accurate and very, very loud!

JLPFI is certified to instruct defensive shotgun courses! Pictured below is a great example of what a 12ga self defense shotgun can produce at distances up to 50 yards! This particular shotgun used was the infamous Kel-Tec KSG pump shotgun capable of firing 14 rounds!

A great day of training for an initial Fresno County CCW applicant of learning the draw safely and swiftly!

JLPFI made a "Mountain House Call" to a beautiful property near Shaver Lake to conduct a private CCW renewal course! The weather was delightful and the silence of the mountain was awakened with the thunder of JLPFI's training venue. If you have a safe shooting zone on your own property, JLPFI is glad to bring our plan to you and we are proud to be your portable training opportunity!

The March training schedule was a big hit for several returning and new clients of JLPFI. Our home range in Madera was a very happy place for many of our clients renewing their concealed weapons permits, taking holster courses and firearms familiarity courses!

The Madera range property is taken over by the increased flow of the San Joaquin River! This picture was taken a day before the entire range area of JLPFI was fully submerged by water! We vacated just in time and will miss this location, but we will be back once the river has receded!

Sun Mountain Gun Club has always been a welcoming training facility to JLPFI and all of our clients. We will continue to offer our professional instruction located in beautiful Coarsegold. Just a 30 minute drive thru the abundance of wildflowers will bring you to this wonderful training facility that JLPFI is proud to call our home range!

Preparation and skills make you the winner!

2019 is alive and well and so are you! Take pride in knowing that you are making the best of life by allocating your time and resources to the best of your abilities. JLPFI is dedicated to providing you with subtle reminders that your personal safety is strictly your responsibility.

Each day you step out that door in full expectation of a positive day, take into account all the other variables of life that can throw a wrench into your day. You know all about the many distractions life can bring while on the road, at work and at that favorite restaurant. Any place, anywhere and anytime there may be an unforeseen situation that arises that catches you by total surprise. You may freeze in shock or react by movement to negate the confrontation of trouble, yet that moment will fully depend on your mindset of training to guide your corrective action. Your best chance of winning is to seek a training mechanism like JLPFI to challenge your awareness, mitigate your everyday risk and stay in the fight if you must. Define your mission to always have the upper hand in a unexpected quarrel to instantly remove yourself if possible . There will be defining moments in your life related to road rage, public distress and possible victimization and you must make that split second decision that will have consequences no matter the outcome.

JLPFI's methods of professional instruction include plenty of repetition and muscle memory, yet the mindset we adopt is diversified to deliver a unexpected reaction to the threat at hand. Whatever you do, make the most of each day you are blessed with and BE the unexpected.

Know your weapon

Training people is something I have a passion for. There are some definite classifications for students that include: Potential Operators, Inquisitive Engineers and then there are the “John Wayne's”.

Potential Operators

Those that possess a capacity to listen, learn and achieve the dynamics and fundamentals of firearm nomenclature, operation and safe handling.

Inquisitive Engineers

Those that inquire and ask a series of logical questions concerning the operation, fundamentals, laws regarding, and a never-ending idealism that they have the right to know and become experts.

John Wayne's

Those that come to class with a definite “Know it all Attitude”- Overconfidence is evident in their ability to have an answer for anything and in reality, these folks are hiding behind a plethora of training deficiencies. These folks are never going to be converted and that’s how they run hard-headed, stubborn and virtually un-trainable. John Wayne’s have no capacity to engage themselves in a learning environment. Please, don’t be or ever become a “John Wayne”.

The first level of training that must be required for any individual approved for their concealed weapon permit must be a fundamentals class that is a progressive skills class enabling the student to be exposed to all aspects of firearm safety, ownership and operation. The main emphasis encompassed is the safe handling and nomenclature of whatever they have chosen for their self-defense weapon. The student is briefed on the benefits and the red flags of their firearm, given examples of proper actuation of the firearm and ultimately firing the firearm for the first time. I have had the pleasure of training these good people who are there with an expectation to either learn everything new (Potential Operators, Inquisitive Engineers) or I have those who think they are already ready to prove themselves behind the gun (John Wayne's), and they still end up learning something new but unfortunately, they won’t retain it.

This introduction level is the core to training with any firearm. It is the positive introduction of safety, safety, safety. All that follows incorporates safety with focus on gaining skills within the nomenclature of each firearm present. I constantly preach knowing your Condition of Weapon (COW). There have been numerous accounts of individuals renewing their CCW permit with me for the first time who own a double/single action platform weapon such as a Beretta with a de-cocking lever and manual safety. Although the firearm is designed to fire the first shot from the concealed holster in double action, most owners of these firearms do the following when they practice at the range.

They load their mag, rack the slide, and always fire the weapon from the single- action condition, never realizing the mechanics of the first shot they would have to utilize in the protection of their life – being a double action shot! The normal protocol of proper operation of a double/single action firearm is to begin the load sequence by applying the safety on if applicable, indexing and inserting the magazine and racking the slide. The firearm would be now in the correct mode deemed loaded.

One round in the chamber, safety on and in double action mode. The first shot out of this type of weapon is always double action where the trigger is cocking the hammer rearward and releasing it forward to fire. There is a considerable difference in the trigger pull in double action from both revolvers and semi-automatic firearms. I have encountered several students in class that cannot actuate double action triggers of their own weapons. This is ultimately the failure of both parties, the salesman and the buyer to discover this over the counter before the handgun is sold. Once it is discovered after the fact, the customer has 2 options: either sell that firearm or start a finger aerobics class!

When Smith and Wesson introduced their series 39 semi-automatic handguns in the late 1950’s, they integrated a magazine disconnect in their product as well. A magazine disconnect removes the operation capability of firing the weapon without the magazine locked into the mag-port. These firearms were designed with the following scenario in mind:

Law enforcement or a civilian involved in a physical altercation from an aggressive adversary might encounter losing their gun to the bad guy. So the protocol would be to release the magazine from the weapon, engaging the mag disconnect which will disconnect the trigger function from the weapon. The bad guy gets the gun, even with the safety off, it will not discharge because the magazine has been removed.

So how “safe” does a firearm need to be engineered to make you the operator compliant in your handling skills? Does the handgun you are shopping for really need a manual safety? I had a gentleman tell me once over the gun counter that he was shopping for a gun with a safety, “because he has kids in the house”. His thought was that if the gun was equipped with a manual safety, his kids would not be able to figure out how to take the gun off safe or that a manual safety would somehow make his family “more safe”. This is a teachable moment with a common reminder: The GUN IS ALWAYS LOADED.

Many manufacturers have actually discontinued models of handguns with manual safeties such as Smith & Wesson. As that might come to a shock to most of you, the true reality is that a manual safety on a personal defense firearm is essentially an extra step the operator must manipulate under stress that requires fine motor skills. In high a stress environment, fine motor skills greatly diminish, making the manipulation of a manual safety a challenge or simply a “missed step”. I have often used the example in my CCW classes of referring to manual safeties on firearms as “Damn Safety”.

Excuse the expletive, but it is worth noting that operation of any firearm with a manual safety must come with hours of training to avoid that “missed step”. Being a hunter, I can tell you about numerous experiences with others where we get lined up on that wild hog. The hunting partner suggests that we shoot simultaneously on the count of three. One, two, three, one rifle discharges and the other does not. The term “damn safety” is uttered in complete frustration and the hunt is hexed by momentary loss of muscle memory. The same scenario has occurred with law enforcement agencies who once had manual safety firearms as duty weapons. Despite all of the training the agencies receive on the actuation of manual safeties, officers have notably missed that vital step of manipulating the safety lever to the off position in a firefight. Some agencies have chosen to keep those firearms and simply remove the safety position of their duty weapons, making their weapons “ready to fire”. Regardless of the past manufacturing of manual safety semi-automatic pistols, it is ultimately the responsibility of the possessor, owner or operator of that weapon to not lose their life because their safety was in the “on” position” when they attempted to fire their weapon. How ironic is the thought that a “manual safety” can actually compromise your own safety, but it is a true reality? Know your weapon, because your life depends on it!

AB1931-5 year CCW Renewal

The California legislature recently heard this “pro gun bill” introduced by Assembly Member Vince Fong- here is the official statement from the NRA-ILA regarding the status and description of this bill:

sponsored by Assembly Member Vince Fong (R-34), would allow for concealed carry permits to be valid for a period up to five years. Currently, concealed carry permits are generally valid for a period of two years. This bill is a win-win for both permittees and the issuing authority. By having the option to extend the duration of permits, permittees could see a savings in both time and money by lessening the frequency of renewal as well as the issuing authority could see some relief from the heavy administrative load processing renewals can create. Regardless of the duration of a permit, the issuing authority constantly monitors active permits to determine if revocation or suspension is necessary.

JLPFI would like to express an opinion that opposes this bill.

In consideration of extending the concealed weapons permit renewal process from the current 2- year requirement to a 5- year requirement would simply be unacceptable, even though there are cost savings in both time and money for the permittees and a reduction in administrative costs by the issuing jurisdictions.

The argument that JLPFI produces is one of experience in professional instruction that reflects the need for more frequent training than less! You see, extending this renewal requirement could really be a major liability to many permittees because they don’t train enough as it is! With respect to the entire populace of California CCW holders, the percentage of regular, committed training activities is very minimal. On average, even at the 2 -year mark, many of the students JLPFI have encountered, the permittee admits to a confession of not attending a range over that 2- year period. As most of us realize, muscle memory and mindset is only available to us when it is rehearsed frequently.

JLPFI applauds those who possess a concealed weapon permit and maintain a weekly or monthly regimen of training to keep their skillset sharp and on task, and maybe AB 1931 is a bill that you support. Those permittees that take the time to train regularly to keep themselves in a fully accountable, active carry protocol should be awarded this extension. Let’s be honest that in the overall scheme of this extension, many permittees would fall short of their commitment to train during that 5- year period. It then becomes the instructors challenge to correct the diminished skill set of those ccw folks that always intended to get to the range to rehearse, but the time and money just was not available to them. The cost associated in not proving safe handling and proficiency with a weapon would inevitably be denying the issuance of a certificate of completion by the responsible instructor. Considering all skill abilities of permittees, there is always a higher level of training available to each of you.

In conclusion, let us all take more time to train on a regular basis. Whether dry fire or live fire, rehearse and stay accountable in your skill set. Seek advanced courses of instruction to challenge your level of safety, speed and accuracy. Discover your need to train as often as you can and accept the current requirement of a 2-year ccw renewal required by your issuing jurisdiction. Consider this, and we all will be safer by negating the possibility of initiating a unrehearsed draw and use of our defensive weapon. JLPFI believes each ccw holder should accept and initiate their own higher standard of training each time they must renew their concealed carry permit.

Shooting vs. Training

One subject that JLPFI repeatedly brings up during a concealed weapons course is asking students what they do when they shoot on their own property or go to a piece of property they have access to? Do they shoot or do they train?

The answers are usually related to a fun experience involving a variety of targets, including but not limited to: cans, plastic gallon jugs, fruits and veggies of all different shapes and sizes, tannerite and many other objects that they simply want to blow up! Lets face it, shooting is fun and its even better when we see what those projectiles do to our targets.

What about when those of you attend a designated range facility to shoot. You check in, put on your protective eyewear and hearing protection, and get into a shooting lane you have been assigned to. You set up your target, proceed to load your weapon and extend the firearm out in front of you and fire away right? The target reveals details that are either just one ragged hole( 3 yards) or maybe at 5 yards, your group of 10 rounds looks more like a shotgun blast?

Most ranges do not allow rapid fire, and yet you sneak in a few consecutive rounds downrange, to test your ability with that firearm fully extended thru out the entire transaction of live fire. Shooting is a good way to use up that expensive ammo real fast, yet are you achieving anything more than seeing your target results?

So JLPFI challenges you to switch gears next time you head to indoor range or your favorite outdoor safe area. Understand that training should be your ultimate goal, and you can still have fun doing it. You see, training involves working towards learned skill sets you receive from professional training sessions like the ones JLPFI provides. Here are some of the goals you should work on achieving while training:

Dry Fire Practice First! Settle in, take time to run the gun dry(no ammo) to reinforce the muscle memory sequence and fundamentals of operation. Remember the ever so important foundation to work from: Safety first, then stance, proper grip, sight alignment, breathing sequence and trigger actuation.

Look at your target, present your magazine and successfully seat it while maintaining eye contact on your target. Learn your weapon by feel, and understand the importance of natural actuation to develop a skill set of goal orientation and achievement. There is so much more in training you can do without ammo: release the slide forward from the open slide position, rack the slide from the closed slide position, lock the slide to the rear with your slide lock, front sight picture with your dominant eye, train both eyes open, extend your weapon out from the high ready position on each dry fire, understand the slack removal of your trigger and try breathing thru your dry practice with trigger press, at the bottom of your breath. Take time to assess your 2 hand connection to the grip. Discover that your grip is a highlighted fundamental that must be the same, each and every time that support hand comes up and connects to the frame of your weapon. Disconnect and reconnect your support hand to get it right and make it a solid push- pull grip without utilizing the front of your trigger guard as a support finger guide. Knuckles over knuckles, shooter thumb over support thumb and thumbs up and forward. Now you are achieving your training protocol in recognizing that your fundamentals are essential muscle memory sequencing tools that provide a successful training session.

You can still have fun when you TRAIN. Train hard and know the difference between shooting and training.

Know your environment- Avoid Condition White (CW)

Our surroundings have changed over the years. One of the greatest advancements in technology is the cell phone that keeps evolving into the biggest distraction in human life. Smart phones are very expensive, yet everyone can seem to afford them. Human beings are not charged to simply take time to keep their eyes up and pay attention, yet we have succumbed to a screen that will inevitably cost us something. Maybe your life, maybe an opportunity to move away from the dangers right in front of you, maybe to help others in immediate need. Find your way back to peripheral awareness and create your 360 degrees everyday plan that never waivers into distraction.

JLPFI's campaign is to adopt an eyes forward approach to your situational awareness every time you step out into the public. There is a time and place for cell phone usage, where your attentive eyes can lock onto that screen, but in public, you are sitting duck for the predator to attack!

So what is Condition White? Colonel Jeff Cooper designed the Color Code of Awareness to help us avoid ever being in this place of distraction- Unaware and unprepared. If attacked in Condition White, the only thing that may save you is the inadequacy or ineptitude of your attacker. When confronted by something nasty, your reaction will probably be "Oh my God! This can't be happening to me."

JLPFI has always referred to Condition White as someone living in a bubble, a dreamworld that is immune to random acts of violence. There have been numerous cases of distracted driving fatalities, personal assaults and distraction related deaths caused by that square object that seems glued to our hands. The technology is there for us to access it when needed in an emergency situation, yet that should be the only reason you access it in a public location.

Motivation to Every Day Carry (EDC)

You spent the money and took the time to get the training and education to carry, yet there are some mitigating factors that prevent you from making it a priority in life. JLPFI understands these challenges and or excuses, and would like to address the main reasons CCW holders choose not to carry.

A regular routine must be established in your self defense protocol that should be, to look in the mirror every morning and say to yourself "this could be the day" while you are adjusting that licensed to carry firearm, well concealed upon your body. Failure to do so is usually because you have not yet discovered a comfort level that allows the ease of concealment and effectiveness of the draw. JLPFI encourages you to search with determination for a conducive, fitted concealment holster that will allow you to go about your daily duties with comfort and confidence. Hide it well and conceal! It's the rule of the road you are on.

Lack of confidence is usually another reason that many license to carry people choose to negate an EDC lifestyle. There is an easy solution for this: TRAIN. Seek professional instruction to keep your firearm safety skills safe, sharp, fast and accurate. Your dedication to rule # 1 of firearm safety is : That your EDC firearm must be loaded and in your direct possession every time you step over the threshold of your home in the morning. Capital One asks "what's in your wallet" and JLPFI asks "what's in your concealment holster and are you READY?"

Gun Free Zones can make if rather challenging when planning your day ahead. There are plenty of these places where it is illegal for you to have your weapon with you. Whether it is a government building, school-zone or privately posted business, you must abide by the laws and signs that say "No weapons allowed". We all know these places create the most possible active shooter scenario, so minimize your time in these locations if at all possible and refuse to let your guard down when you are defenseless. JLPFI's suggestion is to use your first line of defense which is your mind, no matter what the circumstance, and all the other levels of defense you know, to keep you out of harms way in a Gun Free Zone.

In summary, if you want the ultimate motivation to carry in our city, county and state, simply sign up for a local police or sheriffs department ride-along program. Or sign up for our local citizens police academy and get exposed to the duties of every facet of our local law enforcement. This is an awesome experience that provides a window into the epidemic proportions of violence that are going on behind the scenes and publicly. Once you experience this window of reality, your motivation to carry will significantly increase. The bad guys are carrying everyday without a license, so what is your excuse?

JLPFI's approach to every new student includes a data interview to gather your individual physical and mental traits. Training this weekend revealed a variety of individual strength and weaknesses. No matter young or mature aged individuals, the operation of weapons platforms can provide constant ease of actuation or a subtle but definite challenge due to our aging process that must be addressed. Here is an account of one of our most recent students:

Good morning John & John.

The range work was good and helpful. One of the revelations that presented its ugly face to me was the effects of age on me. You are both too young to understand and in prior years I was like you both and absolutely comfortable and confident with any firearm.

I have not fired a firearm in the last many months and as my skeleton (knees) have deteriorated I found the foundation for quick, accurate and confident manipulation of a hand gun, in my mind lacking. The only way to solve this issue is to practice more and learn to compensate for the deterioration of an aging body.

It may not be in issue in a self defense situation with adrenaline rushing but in a calm practice, skeletal pain is part of the problem in confident movement. It causes hesitation.

JLPFI's suggestion is to make appropriate changes in your weapons platforms that are conducive to your physical capabilities. Realize the affects of aging and meet it head on by finding a new weapon that is easier to function and operate. You might even choose to reduce the caliber size of your weapon as we all know that stopping power is SHOT placement and NOT caliber designation.

No matter what you have chosen to keep and carry thru your journey, your dry fire training and live fire training must continue more frequently to remain proficient in your safe handling skills.

Responsible Firearm Storage - Remain at WAR, Part 2

Our role as firearm owners is to keep our weapons OUT of the hands of unauthorized users. The people that seek to destroy our 2nd Amendment rights to keep and bear arms, are literally introducing more legislation all the time to make firearm ownership a liability. You know that firearm ownership is an asset as long as you take the time to secure your weapons when not in use, keep your defensive firearm on your body(at home) or within arms reach. This suggested routine should be our everyday commitment to refuse to be a victim to theft or unauthorized access by a minor or anyone.

You have several choices of locking methods including a viable safe that has been bolted to the foundation of your home. You may also utilize a California approved FSD- Firearm Safety Device such as a cable lock thru the open action of your firearm or a trigger lock that prevents the trigger from being actuated.

Come to one of our informational courses and learn the extra proactive methods JLPFI recommends in storing your weapons that disables the use of your weapon completely!

The question each of you should strive to answer with confidence is: If I need to access my defensive weapon in my own home, where is it, what condition is it in, and how long will it take to have it in hand for use? You all must realize this takes some planning, some training and definitely maintaining the same routine.

Where is it? Do you live alone? Do you have multiple family members in multiple rooms in the home? Did you or have you discussed a plan with each of them on what to do when the bad guy breaks in? Just like a fire escape plan, you better have a "what to do when the bad guy breaks in" plan. And the whole family must share this plan.

What "condition is your firearm in"? JLPFI often asks students in our ccw classes if they maintain a loaded weapon in their house for self defense and the answer is mostly YES! So what is your version of loaded? If its a revolver, its a full cylinder of ammunition, that is "ready to fire". Somewhere stored on you during your awake hours in the house, and discreetly stored Within Arms Reach, when you are bedside.

Those who own a semi-automatic handgun for defense have many more options of how they will store and then produce the weapon for defense. Optimally, the condition should be a fully loaded magazine containing home defense fragmenting rounds and a round in the chamber. Many defensive firearm owners have shared their plans with JLPFI of how they choose to store their semi-auto for self defense. These accounts include: Loaded underneath the pillow- NOT recommended!- Empty chamber, firearm within reach, and loaded magazine in another area. Loaded with one in the chamber, safety on. Slide locked, loaded mag inserted. Weapon stored away from the bedside, unloaded and magazine next to the bedside.

All of these are intriguing plans of defense, yet if the number one rule of firearm safety is to "Treat all Firearms as LOADED" and every person in that household abides by this rule, so be it.

What each owner of a defensive firearm must realize is the TIME factor. Do you really have TIME to run to the safe to access your weapon? Do you really have TIME to load the weapon? Will your memory assist you in the TIME of need to get your defensive weapon online - and READY TO FIRE?

JLPFI highly recommends that no matter which way you choose and plan to enact your defense in your own home, that it is absolutely necessary to rehearse this event and build in the time factor so you know how long it will take you to become an active defender. A stopwatch, a dry(unloaded) defensive firearm and a start to finish rehearsal will enhance your ability to safely access your defensive weapon and produce a neutralized threat if the need arises.

Storage - Remain at WAR

So you bought that new handgun and have started your journey of responsible firearm ownership by reading your instruction manual and discovering the safety rules, the nomenclature, the overall operation techniques of the weapon and how to maintain it when in use and NOT in use!

For those of us old enough to remember the commercial on a local tv station - right around 10:00 pm.

The message was - “It's almost 10 o clock, do you know where your children are?”

JLPFI adopted an everyday similar saying that goes like this:

No matter what time it is, do you know where your firearm is?

You must adhere to a safe storage plan in keeping those weapons that are not going to be in defensive use, LOCKED UP.

For the weapon of choice that you have trained with, JLPFI has adopted an acronym that is to remain at WAR - Within Arms Reach - of that very weapon you might need to use in your own home if the threat ever presented itself. I have encountered those who were victims of a very real home invasion, who chose to keep their defensive weapons locked up, due to having children in the home, These victims were abiding by the law of responsible safe storage, yet they did not think thru the plan of an immediate threat in their own home and that a defensive weapon must be only accessible to the trained family member who has repeatedly practiced and rehearsed the "what if scenarios" of a home invasion. Do not become guilty of the "criminal storage of a firearm".

Please be warned: California Penal Code 25100 clearly states:

a) Except as provided in Section 25105, a person commits the crime of “criminal storage of a firearm in the first degree” if all of the following conditions are satisfied:

(1) The person keeps any loaded firearm within any premises that are under the person’s custody or control.

(2) The person knows or reasonably should know that a child is likely to gain access to the firearm without the permission of the child’s parent or legal guardian, or that a person prohibited from possessing a firearm or deadly weapon pursuant to state or federal law is likely to gain access to the firearm.

(3) The child obtains access to the firearm and thereby causes death or great bodily injury to the child or any other person, or the person prohibited from possessing a firearm or deadly weapon pursuant to state or federal law obtains access to the firearm and thereby causes death or great bodily injury to himself or herself or any other person.

(b) Except as provided in Section 25105, a person commits the crime of “criminal storage of a firearm in the second degree” if all of the following conditions are satisfied:

(1) The person keeps any loaded firearm within any premises that are under the person’s custody or control.

(3) The child obtains access to the firearm and thereby causes injury, other than great bodily injury, to the child or any other person, or carries the firearm either to a public place or in violation of Section 417, or the person prohibited from possessing a firearm or deadly weapon pursuant to state or federal law obtains access to the firearm and thereby causes injury, other than great bodily injury, to himself or herself or any other person, or carries the firearm either to a public place or in violation of Section 417.

(c) Except as provided in Section 25105, a person commits the crime of “criminal storage of a firearm in the third degree” if the person keeps any loaded firearm within any premises that are under the person’s custody or control and negligently stores or leaves a loaded firearm in a location where the person knows, or reasonably should know, that a child is likely to gain access to the firearm without the permission of the child’s parent or legal guardian, unless reasonable action is taken by the person to secure the firearm against access by the child.

JLPFI asks you: What is your safe storage plan of your general collection of weapons? What is your plan of your primary defensive weapon? How do you plan to access your defensive weapon with children in the house? These are discussions that each family must have when weapons are present in any home.

Shopping for a new handgun can be fun, intriguing and also a bit confusing for a new shooter just starting the journey in ownership. So many people ask, what is right for me? A revolver or a semi-automatic? Here is JLPFI's suggested tips for you to remember when engaging a gun salesman regarding a new purchase:

1) Try before you buy- you either know someone who has a few weapons you are able to test out, or you can step into a indoor range in most towns and rent handguns to get an idea of fit, operational compatibility, recoil management and overall nomenclature to fit the application of your purchase. Is your application for home defense, target shooting, competition or concealment?

2) Your visit to the local gun counter should be with a seasoned firearm salesman who interviews you. His questions should include: do you have any prior experience firing a handgun? Do you have any hand strength issues or injuries that would inhibit your ability to handle the recoil management of the weapon? What is your budget for purchasing?

3) Fitting: This is the key in your purchase- When you take hold of the potential handgun you are interested in, you must measure your dominant hand size by making sure the web(space between your thumb and index finger) can be centered to the to the back-strap or tang of the weapon. If the weapon fits properly, you should be able to draw a line from the center of the webbed handgun straight up your arm.

You must also be able to ensure your dominant hand can reach all the controls of the handgun- on a semi-auto- the magazine release, the slide lock or release and the trigger. If these controls are not easily manipulated over the gun counter, you should move on to another option!

On a revolver, the cylinder release, trigger and (hammer) if applicable. Some people choose a revolver because of the simplicity of use. Once the cylinder is loaded and locked into battery, it is ready to fire. A revolver is only a good choice if you take the time to make sure the caliber choice, the actuation of the trigger and safety protocol meets your purchasing requirements.

Be very careful to notate that you can actuate the trigger with ease and that your trigger finger length is adequate to fully engage the trigger rearward without a significant struggle.

The salesman should allow you to dry fire the weapon so you can know this very crucial point of actuation.

There have been numerous times when JLPFI experiences a new shooter that brings a weapon to class and discovers that the weapon they have purchased, simply is not safely conducive to their hand size, therefore making it a serious challenge to operate the weapon.

4) Your over- the- gun counter test for a semi-auto handgun should include: proving your ability to easily depress the magazine release button, easily racking the slide, bottoming it out to the rear of the weapon, and most definitely having the ability to lock the slide rearward without a serious struggle. If you are a 1st time buyer or possess a Firearms Safety Certificate, the State of California requires a handgun demonstration for you to demonstrate to the salesman that you can install and remove a firearms safety device on the weapon you have purchased, load and unload the weapon with a dummy round or snap cap, and that you understand all the aspects of safely handling the weapon by recognizing and maintaining muzzle awareness and trigger finger discipline.

5) The Purchase: The State of California has a requirement to take the Firearms Safety Certificate Test if you do not have an exemption such as a Concealed Weapons Permit, law enforcement or military exemption, just to name a few.

Once all the paperwork requirements are met, you pay the state an additional $25 for your 10 day background check. After 10 days, you pick up your firearm and start a responsible journey of ownership.

6) 1st on your list on your journey of ownership should be to READ the manufacturer's instruction manual! Please pay attention to all the red lettering in the manual that points out how dangerous firearms can be when handling them! Once the manual is read multiple times, JLPFI suggests for you to enroll in a New Owner Orientation Course to familiarize yourself to the safety protocols, nomenclature and disassembly and reassembly of your new weapon, introduction to fundamentals and dry fire practice, and finally, the live fire shooting of your new perfect fitting handgun. What a journey it shall be!
